The Deputy Secretary is a key leadership position responsible for assisting the Secretary and Division Directors with the day-to-day administration of DOR. DOR is comprised of seven divisions: Business and Special Taxes, Property Tax, Motor Vehicles, Audits, the SD Lottery, Deadwood Commission on Gaming, and the Office of the Secretariat. This role requires a strategic thinker with a strong policy background, proven leadership skills, and excellent communication skills.

Primary responsibilities of the position include, but are not limited to:

  • Legislative and Policy: support the legislative and administrative rulemaking efforts of DOR through testimony, lobbying, and education. Provide the Secretary and Governor’s Office staff accurate information and reasoned opinions regarding the areas of oversight and the statutes, rules, and policies that impact DOR.
  • Budgeting and Financial Management: develop and manage budgets with the Secretary and Director of Administration, including monitoring expenses and implementing corrective actions when necessary. Identify opportunities for cost savings and process improvements.
  • Leadership and Team Management: provide servant leadership, fostering a positive and collaborative work environment. The successful incumbent will provide oversight and leadership to the directors and supervisors responsible for the various duties of DOR.

The Ideal Candidate Will Have:

  • proven experience in public sector management and policymaking, with a demonstrated track record of successfully building and leading teams
  • strong understanding of regulatory requirements and best practices in the area of state and local taxation
  • excellent communication and interpersonal skills
  • experience developing and managing public sector budgets
  • a degree in Accounting, Business Administration, Economics, Finance, or related subject. A master’s degree or juris doctor is preferred, but not required.

Knowledge, Skills, and Abilities:

  • knowledge of public administration principles and South Dakota tax and regulatory law
  • familiarity with the legislative process, including lobbying
  • ability to comprehend and apply the Administrative Rules of South Dakota (ARSD) to current or potential DOR practices
  • strong strategic thinker and planner
  • ability to be a servant leader to DOR employees and the citizens of South Dakota
  • apply knowledge of best practices and risks to identify opportunities for improvement and optimization for DOR and the state
  • manage complex budget processes and strategic budget planning with other DOR leaders
  • manage and delegate multiple complex projects at an executive level ensuring projects are completed and reported accurately and timely
  • lead and motivate managers and directors to achieve tactical and strategic goals
  • work with and coordinate between the agency and different governmental entities to meet goals and objectives
  • ability to communicate concisely and effectively.
