The DOC is seeking applicants for the Deputy Secretary position. This position will work closely with the department Secretary to analyze, develop, and recommend statewide policy initiatives that promote safe and efficient agency operations. The incumbent will also assist in leading the multiple divisions within the department, which include: Prison Operations, Clinical, Parole, Juvenile, and Finance/Administration.

The Deputy Secretary will also work closely with DOC division directors to develop policies and procedures that adhere to the departments strategic plan, handle strategic initiatives, ensure coordination between divisions relating to policy and procedure development, and drive change in the agency. The Deputy Secretary role is a key leadership position and requires a strategic thinker with a strong corrections background, effective leadership skills, and the ability to ensure efficient and effective agency operations.

Primary responsibilities of the position include, but are not limited to:

  • Leadership and Team Management: provide servant leadership, fostering a positive and collaborative work environment. Successful incumbent will provide oversight and leadership to the directors responsible for all aspects of agency operations.
  • Legislative and Policy: support the legislative process through testimony, lobbying, and education. Provide the Secretary of Corrections with accurate information and reasoned opinions regarding the areas of oversight and the statutes, rules, and policies that impact them.

The Ideal Candidate Will Have:

  • proven experience in correctional operations with a track record of successful leadership
  • strong understanding of all aspects of corrections and industry best practices
  • excellent communication and interpersonal skills
  • demonstrated ability to develop and manage budgets effectively
  • proven experience building and strengthening cohesive teams.

Knowledge, Skills, and Abilities:

  • knowledge of correctional principles and operations
  • understanding of the legislative processes
  • must be a strong strategic planner
  • apply knowledge of best practices to identify opportunities for agency improvement
  • manage complex budget processes and strategic budget planning
  • manage and delegate multiple complex projects at an executive level ensuring projects are completed, reported accurately and timely
  • lead and motivate managers and directors to achieve tactical and strategic goals
  • knowledge and understanding of public policy and government leadership
  • work with and coordinate between the agency and different governmental structures to meet goals and objectives
  • ability to implement and improve operations through effective leadership and the use of performance measures
  • communicate effectively.
