Program Manager I

Position Summary :

The Program Manager I is responsible for the overall planning, coordination, implementation, and evaluation of the Latino Health Initiative (LHI) activities, partnership development and preservation.

Duties and Responsibilities :

  • Provide support and assistance to junior-level professionals, contractors, interns, and volunteers by serving as a team leader providing coaching, support, task assignment, and issue resolution.
  • Develop and expand existing partnership network to include community-based organizations and County agencies for practicum placement. Development of Memorandum of Understanding in compliance with County regulations administrative procedures.
  • Manage LHI outreach activities which includes coordination LHI participation in community outreach events such as health fairs and community events participate in department-wide initiatives that include community outreach, educational and promotional materials distribution. Develop, update, and maintain updated LHI educational materials, brochures, newsletter, and curriculums.
  • Available to work weekends and evenings – most outreach activities often take place on weekends and evenings.
  • Evaluate impact of LHI outreach activities in the county and maintain records and track activities, community members reached, and the distribution of relevant educational materials based on audience and population.
  • Provide administrative and contract monitoring services to include development of contract scopes, function as primary contact for vendor/consultant, conduct requisite site visits, meet with vendors to ensure quality service delivery, compliance and meeting performance goals. Processes payment and track expenditure of contractual services.
  • Provide technical assistance for program development and improvement. Create program planning and evaluation tools. Design and implement evaluation plans to monitor and assess program effectiveness. Maintain tracking to assist with reporting and evaluation.

The position requires the ability to regularly drive to locations throughout the county for outreach activities.

Minimum Qualifications


Minimum Qualifications:


We are seeking a candidate with three (3) years of professional experience in program planning, implementation, and evaluation. Also requires graduation from an accredited college or university with a Bachelor’s Degree. An equivalent combination of education and experience may be substituted for either the education and/or experience.

There are no preferred criteria for this position. The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience. Preference for interviews will be given to applicants with experience in the following:


More than three (3) years of experience in program planning, implementation, and evaluation.

Experience working with public health professionals, community leaders, and researchers.

Experience working with and serving Latino communities.
