WHAT WE ARE LOOKING FOR:

Montgomery County Government, Alcohol Beverage Services Department (“ABS”) Licensure, Regulatory, &amp Education Division (“LRE”) is in search of an Alcohol and Tobacco Enforcement Specialist to manage and oversee the One-Day and Festival Special Licenses program that issues licenses to serve or sell alcoholic beverages at special events and festivals. The Specialist will also conduct training on alcohol and tobacco regulations and policies and oversee the First Year Intervention Program (“FYI”) which works with first year license holders to facilitate compliance with the rules of the Board of License Commissioners.

This position requires knowledge of alcohol and tobacco regulations and policies, practices of businesses that sell alcohol and tobacco products and public health issues related to alcohol and tobacco use. Candidates should have experience in community outreach and training and should be comfortable with public speaking.

MAJOR RESPONSIBILITIES:

  • Assisting applicants through the One-Day and Festival application process by reviewing submitted applications, following up on pending requirements and answering questions on the status of the applications.
  • Inspecting approved one-day special events and festivals for compliance during weekends and after hours.
  • Monitoring new or transferred businesses during their first year, determining if violations exist, and if so, recommending or taking corrective action.
  • Educating business owners, operators and their employees on County alcohol and tobacco regulations and policies. Conducting alcohol awareness and responsible service trainings and presentations.
  • Participating in the Department’s outreach campaigns and different community events and activities.
  • Preparing written analysis, reports, and correspondence.
  • Use of Microsoft Office Suite (Word, Excel, PowerPoint, Access) to record, access and present data analysis and other information.

REQUIRED SKILLS and ABILITIES:

  • Knowledge of County, State, and Federal rules, Strong IT end-user skills, including Microsoft Office and Oracle.
  • Strong knowledge of the alcohol and tobacco regulations, principles, practices, and techniques in the alcoholic beverage industry.
  • Analytical ability and skill sufficient to identify, consider, and resolve readily observable alcohol and tobacco compliance issues.
  • Strong ability to communicate effectively both orally and in writing ability to deal tactfully, effectively, and equitably with all stakeholders (internal/external).
  • The ideal candidate will have excellent oral and written communication skills, is savvy with computer skills and be detail oriented. The candidate must be able to meet deadlines and follow through with multiple projects simultaneously and have the ability to work independently to perform a variety of difficult and complex actions.

The individual selected for this position will be considered an “Essential Employee.” Essential employees must report to work during a period of general emergency or liberal leave.

The selected candidate will be required to successfully complete a background check, medical exam, and drug screen.

Minimum Qualifications


Experience:
Two (2) years professional experience in alcohol and/or tobacco code enforcement or closely related law enforcement work, or a public health related field, one (1) year of which must have been in alcohol &amp tobacco related inspection and code enforcement work.

Education: Sixty (60) college credit or, completion of high school or high school Certification of Completion recognized by the State of Maryland and four (4) years of experience in alcohol and/or tobacco code enforcement or closely related work.

Equivalency: An equivalent combination of education and experience may be substituted.

Preference for interviews will be given to applicants with experience in the following:

  • Experience working in Alcohol and Tobacco Policy, Rules, and Regulations.
  • Experience in developing Alcohol and Tobacco Policy.
  • Experience in analyzing Alcohol and Tobacco Policy.
  • Experience in Public Health.
  • Experience in Training and Education.
  • Experience in Community Outreach.
  • Experience in developing a tracking system that reports information.
