Duties Summary

The Pass &amp ID Office provides oversight to all airport Pass &amp ID operations statewide. The program develops, maintains, and updates policies and procedures regarding airport access badges and ensures compliance with applicable Federal, State and Local laws, rules, regulations, and standards.

MAJOR DUTIES AND RESPONSIBILITIES
1. Administers and examines the criminal background check program required by the
Transportation Security Administration (TSA).
2. Assists state and airport tenants in filling out forms, process and submit in batch to FBI.
3. Maintains and certifies all background check and fingerprint card files and corresponds
with FBI if needed.
4. Examines applicant’s identification documents to ensure genuine, current, and both IDs
presented match.
5. Conducts independent interviews with applicants through a series of security sensitive
question to validate information and identity.
6. Proctors security training.
7. Testifies before TSA Inspectors that the 9issusance of unescorted access was in
accordance with federal laws.
8. Assists in administering airport restricted are access badges, creates and mails billing
letters for expired and lost badges and refund letter for returned badges.
9. Assists in updating and maintaining the Airport Security Program.
10. Assists in teaching security education classes to new airport employees.
11. Other duties and functions as assigned.


Minimum Qualification Requirements

CLERICAL EXPERIENCE: Three (3) years of clerical work experience performing variety of detailed tasks working with computer software.

Knowledge of English grammar, spelling and basic arithmetic (addition, subtraction, multiplication, division),

Ability to read, understand and comprehend detailed instructional manuals, standard operating procedures and carrying out the procedures accurately input alphanumeric data and compare words and numbers quickly and accurately,

SPECIALIZED EXPERIENCE : One and one-half (1-1/2) years of progressively responsible work involving compliance with federal laws or adhering to strict business practices adopted pursuant to federal, state, and county laws, rules, regulations and other directives which could result in financial consequences if not followed.


SUBSTITUTION FOR GENERAL CLERICAL EXPERIENCE:
Graduation from high school with courses in English and arithmetic may be substituted for six (6) months of clerical experience OR successful completion of a substantially full -time equivalent associate degree and the receipt of a diploma or a certificate of achievement at an accredited community college, business or technical school, which included courses in basic English, arithmetic, general clerical procedures and office machine may be substituted on the basis of fifteen (15) semester credit hours for six (6) months of General Clerical Experience, up to a maximum of one (1) year of General Clerical Experience.

CONTROLS OVER THE POSITION:
The Airport Security Identification Technician III will be under the general supervision of the Airport Security Identification Technician IV, Position Number 1194573.

FEDERAL CRIMINAL RECORDS CHECK
In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check.

In order to be granted the Security Identification Display Area (SIDA) clearance, prospective employees must not have been convicted, or found not guilty by reason of insanity, of a disqualifying criminal offense within ten years from the date of the application. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years.

CITIZENSHIP/RESIDENCY REQUIREMENT
Applicants must be citizens, lawful permanent residents (resident aliens) or nationals of the United States, or non-citizens with unrestricted employment authorization from the U.S. Citizenship and Immigration Services, U.S. Department of Homeland Security.

TYPE OF APPOINTMENT
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be at will, which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.


EXEMPT BENEFITS

This is a non-civil service position. Benefit information will be provided at time of offer by the Department Personnel Officer or Director of the hiring department.

Paid Holidays

Eligible for 13 paid holidays each year 14 holidays during an election year.

Paid Vacation

Eligible for 21 days per year.

Paid Sick Leave

Eligible for 21 days per year.

Other Leaves

Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Leave sharing donations may be granted to eligible employees who have serious personal illnesses or injuries or need to care for a seriously ill or injured family member. Various leaves without pay may also be granted with full re-employment rights.

Health Insurance

Group Life Insurance

The State provides a free life insurance policy for eligible exempt employees.

Retirement Plan

The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan

Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.

Flexible Spending Accounts

Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.

Transportation Benefits

Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.

Deferred Compensation

The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.

Temporary Disability Insurance

Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

Social Security

As an employer, the State also contributes to an exempt employees social security account.

Training &amp Continuing Education

The State supports developmental activities related to an exempt employees work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.

Travel Expenses

The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.

Union &amp Collective Bargaining

Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
