Job Summary
As an Auditor in the Office of the Inspector Generals Risk Management and Accountability Division, you will plan and administer the internal audit function and independently plan and perform auditing for all aspects of auditing and risk management in the Office of Inspector Generals Risk Management and Accountability Division. You will plan and conduct highly complex and sensitive financial and compliance audits of the Minnesota Department of Educations (MDE) internal operations, contractors, grantees and controls. You will also advise and support the implementation and documentation of audit activities for all areas of risk management and accountability, including but not limited to, internal controls, fraud analysis and prevention, and business continuity.
The position will have access to sensitive and confidential information and must adhere to the highest standard of confidentiality and discretion when communicating with others.
Responsibilities include:
- Draft, review and revise internal OIG audit policies and procedures in accordance with generally accepted auditing standards, applicable laws, regulations.
- Plan, organize, and perform highly complex and sensitive financial, compliance, operational and investigative audit work of the Departments internal operations, recipients of state and federal funds, and other entities and agencies so that audit objectives are met and accomplished in a timely manner.
- Prepare and document a formal audit report for each audit conducted so that MDE management and auditees management and staff are aware of the findings and recommendations disclosed during the audit.
Qualifications
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.
4 years of professional level experience in auditing with responsibility for planning and developing audit programs, conducting field work, preparing audit working papers, audit reporting, analyzing financial data, working with internal control structures, and using computerized systems.
- Knowledge of and ability to interpret federal and state government laws, regulations, requirements, ethics and compliance related issues and applicable federal and state policies, procedures and data practices and programs.
- Experience applying generally accepted accounting principles and auditing standards.
- Experience analyzing internal controls, business operations, and/or compliance with applicable requirements.
- Experience preparing audit reports, including documenting findings and making recommendations.
- Influencing, developing, and maintaining relationships with internal and external stakeholders.
Applicants that meet the above minimum qualifications will be further evaluated on the following:
- Experience independently preparing effective written and oral communications to document audit work and internal controls and to present, discuss and explain findings and recommendations in a respectful and professional manner.
- Demonstrated experience in the analysis of policies, procedures, and documentation of internal controls and risk assessments.
- Proficiency in Microsoft Office Suite (Work, Excel, PowerPoint, SharePoint, Outlook and Teams.)
- Demonstrated ability to work effectively and efficiently both independently and as part of a team.
- Bachelors or Masters degree in Auditing, Accounting, Finance, Business Administration, Business Management, or other closely related field may substitute for 1 year of experience.
Preferred Qualifications
- Demonstrated knowledge of generally accepted government auditing standards (Yellow Book), standards for internal control in the Federal Government (Green Book), the Institute of Internal Auditors Global Internal Audit Standards, and/or the American Institute of Certified Public Accountant (AICPA) Standards for Attestation Engagement.
- Project Management and Communication sufficient to communicate complex information, audit requests, or audit results to diverse audiences and facilitate meetings/presentation, train and teach, and develop and implement clear and concise audit reports and training and guidance materials.
- Knowledge of Minnesota education and/or governmental funding and federal and state laws and rules.
- Experience obtaining and handling sensitive and/or confidential information.
- Government and/or non-profit auditing experience.
