Job Description :

General Purpose

This position performs skilled work at the journey level in the construction, maintenance and operation of the underground and overhead electrical distribution system including installation of fiber optic cable. Work includes performing skilled tasks on both de-energized and energized systems up to 13,800 volts utilizing rubber gloving practices. Respond to customer power outages and electrical problems. Work involves climbing poles, driving, and operating line bucket and digger derrick trucks, working with specialty tools, and working in confined spaces. Responsible for enforcement of safety policies and seeing that construction standards are followed. Install and maintain a variety of light fixtures used for street lighting and security. The position regularly requires an employee to work overtime or work outside of regularly scheduled hours for emergency or service restoration purposes.

Essential Job Functions

  • Demonstrates a sound understanding of BED safety rules and practices and holds crew personnel accountable for efficient and thorough work under safe working conditions at all times.
  • Install, remove, maintain, and repair poles, cross arms, pins, insulators, hardware, and other associated apparatus used in the construction and maintenance of BED’s electric distribution system.
  • Install, remove, and maintain various types of overhead conductors including splicing.
  • Install, remove, and maintain various types of underground conductors and associated equipment working in a confined space in an energized environment.
  • Splice and terminate underground primary cable.
  • Install, connect, and troubleshoot pad mounted, overhead and submersible transformers on both single and multi-phase installations.
  • Install, maintain, and troubleshoot single phase services including the installation and removal of single-phase meters.
  • Install, maintain, and troubleshoot three phase services.
  • Perform level one requirements of the BED switching and tagging list.
  • Respond to, and repair various overhead and underground distribution system disturbances including storm related events.
  • Install fiber optic cable in both the overhead and underground utility system.
  • Trim trees as required to maintain clearances on both the primary and secondary electrical system.
  • Perform inspections on all associated equipment and identify potential situations that would affect the reliability of the distribution system.
  • Assist in the training of apprentice lineworkers.
  • Climb poles, ladders, and operate bucket trucks and other aerial lift equipment.
  • Operate equipment associated with the installation and maintenance of BED’s electrical distribution system in accordance with established policies and procedures to include, but not limited to digger derrick trucks, bucket trucks, vacuum equipment, pulling equipment, wire trailers and forklift.
  • Inspect contractor installations to ensure compliance with BED construction standards and the NESC.
  • Read, understand, and use distribution feeder maps to install, locate, maintain, and repair the electrical distribution system.
  • Conduct switching and tagging operations on VELCO and GMP electrical systems.
  • Locate underground lines using appropriate locating equipment (Dig Safe).
  • Actively participate in all discussions associated with maintaining a safe work environment including, but limited to job briefings (tailboards), switching order discussion, crew meetings, and safety discussions.
  • Perform 24hr “on call” responsibility by responding to after hour callouts. (Example: Being called based on second person callout list).
  • Completes all applicable paperwork needed to complete work orders and maintain records of equipment installed on the distribution system.
  • Act in a safe and courteous manner conductive to good public relations.

Qualifications/Basic Job Requirements

  • A high school diploma or equivalent. Must have satisfactorily completed a recognized lineworker training program and certified as a journey level lineworker.
  • Must be proficient in the use of hot line tools, safe rubber gloving techniques and underground locating equipment.
  • Must possess a working knowledge of electric utility construction standards and the National Electric Safety Code, and VOSHA/OSHA standards.
  • Must possess or have the ability to obtain and maintain a valid Commercial Driver’s License class A within 90 days of date of hire.
  • Ability to work in a team-oriented environment.
  • Ability to obtain and maintain CPR and First Aid certification within 90 days of date of hire.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
  • Ability to work in confined spaces.
  • Ability to work in and around energized, high voltage equipment, in accordance with all applicable safety rules.
  • Must wear appropriate safety equipment, including, but not limited to high voltage rubber gloves, safety glasses, hard hats, hearing protection, and safety harness.
  • Must be able to work in high places.
  • Must reside within 55 minutes of the 585 Pine Street facility.
  • Ability to work overtime as needed consistent with the provisions of the BED/IBEW Collective Bargaining Agreement.
