Job Description :

General Purpose

This position is responsible for providing GIS, technical and field based support to the City’s Water Resources Utility (drinking water, wastewater and stormwater), and assists with compliance and enforcement of City ordinances and policies. Works closely with the Engineering and Asset Management and Stormwater Program workgroups to support Water Resource technical and field based needs.

Essential Job Functions

  • Manages the day to day GIS and implements asset management framework for water resources infrastructure in consultation with the Infrastructure Asset Manager. This includes, but is not limited to,
    • mapping of new features, inventory and attribute updates to existing features, maintaining GIS based service records
    • performing complex GIS procedures and data analysis
    • creating maps and other visual tools
    • implementation and maintenance of a computerized maintenance management system (CMMS)/enterprise asset management (EAM) system
    • coordinating map records digitizing efforts including training and overseeing water resources field staff or interns and overseeing GIS contractors
    • using pole-mounted GPS to map new features, and train staff on the use of GPS technology
  • Provide field support to all Water Resources staff, including but not limited to:
    • Site data collection, including but not limited to surveying and soil borings
    • Inventory and inspection of Water Resources assets (pipes, manholes, catch basins, outfalls etc.)
    • Maintenance / installation of stormwater and wastewater flow metering equipment
    • Acoustic water leak detection and hydrant flow testing
    • Response to customer service requests related to water resource infrastructure issues
    • Water quality sampling of surface water and wastewater
    • GIS and asset management technology support
  • Implement the CCTV sewer assessment program, under the guidance of the Infrastructure Asset Manager.
    • Coordinate pre-cleaning (as needed) with internal/external forces
    • Plan and conduct CCTV videoing, review videos and scores pipe condition using Pipeline Assessment Certification Program (PACP) methodology or works with internal or external forces or to do the same.
  • Provide initial reconnaissance response to customer service requests related to water resources related issues manage requests from the SeeClickFix or asset management platform as appropriate and coordinates with appropriate water resource personnel to resolve requests.
  • Conduct inspections, sampling (as needed), and compliance / enforcement activities, under supervision of appropriate personnel related to the following programs:
  • Maintain organized, current data related to:
    • Operational performance metrics (catch basin cleaning, outfall inspections, pipe condition etc.)
    • Combined Sewer Overflow and other discharge events
    • Rain gauge data
  • Develop public outreach material.
  • Prepare technical memos to document findings of various activities listed above.
  • Maintain accurate records and files.

Qualifications/Basic Job Requirements

  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.

  • Bachelor’s degree in Environmental Science, Engineering, or other water quality related field and minimum one (1) year of experience in water resources related field work, stormwater management, engineering or related fields or any equivalent combination of the education and experience which provides the requisite knowledge, skills and abilities for the position.
  • Minimum three (3) years of progressively advanced experience with GIS (ArcGIS Pro for desktop) producing maps and performing GIS analysis.
  • Experience with ArcGIS Enterprise preferred.
  • Demonstrated knowledge and experience with compliance and enforcement of environmental regulations.
  • Demonstrated knowledge of water testing and analysis methods.
  • Ability to speak publicly to present public education programs.
  • Demonstrated ability to effectively use computer equipment and related software including, but not limited to, competent in use of Microsoft Office Suite (Excel, Word, Powerpoint, Publisher) and GIS (ArcGIS Pro).
  • Experience with Enterprise Asset Management software preferred.
  • Experience with utilities/roadway infrastructure in the public or private sector is preferred.
  • Experience with FAA Part 107 small Unmanned Aircraft Systems (drones) preferred.
  • Ability to obtain and maintain a valid FAA Part 107 Certification (drone pilot).
  • Ability to read site plans and maps.
  • Ability to occasionally work beyond normal hours, at night or weekends and to travel to various seminars and conferences for the benefit of the Department.
  • Ability to exercise independent judgment within the limits of the position.
  • Ability to communicate professionally and diplomatically with contractors and the public regarding the various projects under development and construction.
  • Ability to handle various projects at the same time, work effectively under pressure and keep schedule on track.
  • Ability to establish and maintain good relations with his/her co-workers.
  • Ability to obtain and maintain a valid State Driver’s license required.
  • Ability to receive constructive criticism and react appropriately.
  • Ability to operate and have a general working knowledge of personal computers, telephone communications equipment and other standard office devices.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
