Summary or Purpose

Develops reviews and maintains assessment records of land ownership, use, status, title, exemption, sale and rights in property. Manage the staff, functions and activities for the Tax Assessing Division of the North Slope Borough Department of Finance.

Essential Duties and Responsibilities

Prepares the annual certified tax rolls for the North Slope Borough.

Develops and monitors Assessing budget.

Directs the daily activities of the Tax Assessing staff through appropriate delegation, technical skills training, and work supervision meets regularly with staff to discuss and resolve workload and technical issues recommends changes as necessary.

Addresses complaints, questions and concerns from public and others regarding tax codes, rules and regulations resolves questions, investigates issues, and communicates with clients as needed.

Assist public and provides information to address complaints, questions and concerns from public and others regarding assessments, tax codes, rules and regulations resolves questions, investigates issues, and communicates with clients as necessary.

Researches property tax laws, rules, regulations, and legal descriptions of property recommends improvements to increase quality of office programs and services.

Coordinate information and communications between the Assessing Office and other Borough departments.

Prepares and submits required reports to appropriate state agencies.

Accepts and reviews property tax exemption applications.

Administer contracts regarding property appraisal, or other related issues.

Maintains records and files associated with assessment systems and related transactions.

Enters data into tax system, and maintains information system database assesses and validates data, compiles documentation, reconciles reports.

Assist the Accounting Division with the collection of property taxes.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of Borough policies and procedures.

Knowledge of the principles of record keeping and records management.

Knowledge of computer hardware and assessment software applications.

Knowledge of the principles and practices of classification of property and personal tax.

Knowledge of the principles and practices of appraising techniques.

Skill in responding to inquiries from management and citizens.

Skill in reading, interpreting, understanding and applying North Slope Borough tax policies and procedures.

Skill in supervision, coordinating staff, and delegating tasks and authority.

Education, Experience, Certifications and Licenses Required

Bachelors degree or 8 years of work experience.

Fours years of experience in assessment, appeals and property tax issues,
Or any equivalent combination of work experience and/or education.


Proficient in the Inupiaq Language.

Ability to obtain a valid Alaska drivers license that meets North Slope Borough insurance criteria within the 6 month probationary period.
