Summary or Purpose

Responsible for the development of the NSB Capital Improvement Program (CIP) annual and six year plan. To provide technical assistance and advice on matters pertaining to North Slope Borough Capital Improvement Program.

Essential Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Assist in the preparation and review of the annual CIP planning process with presentations to city/village/tribal councils, the CIP Policy Recommendation Committee, Planning Commission, and the North Slope Borough Assembly as needed.

Responsible for the review of the North Slope Borough and North Slope Borough School District six year Capital Improvement Plan every year. Assist in the presentation of project changes preparing materials and making presentations to the Planning Commission and the North Slope Borough Assembly as outlined in §11.040 of the North Slope Borough Charter.

Responsible for drafting resolutions that relate to the Capital Improvement Program.

Work with City Councils and Tribal Governments with prioritizing lists of projects and submit for consideration in the funding of the annual CIP Ordinance.

Work with City Councils and Tribal Governments with their priority lists. Ensure lists are consistent with and complement the objectives of the North Slope Borough and Community Comprehensive Plan(s).

Work with the North Slope Borough CIP Policy Recommendation Committee (PRC), the North Slope Borough Planning Commission, the North Slope Borough Mayors Office and the North Slope Borough Assembly and recommend funding in the order presented.

Assist in the review of the North Slope Borough Comprehensive Plan and the comprehensive plans for all of the seven villages and bring recommended changes to the Planning Commission and Assembly as appropriate.

Coordinate meetings, travel arrangements and assists with special projects.

Assist in coordinating the long range planning efforts with villages and tribal governments for economic priorities.

Assist the Lands Officer/Platting Administrator with projects relating to North Slope Borough owned lands and other land related issues.

Respond to the public in a professional and courteous manner.

Cross train with other employees in the department and provide coverage as necessary.

Travel to the outlying villages as required to provide assistance in the CIP processes.

Maintain a working relationship with other departments, consultants, City Offices, and Tribal governments that are assigned to the CIP processes of the North Slope Borough.

Responsible for maintaining CIP files and databases.

Perform administrative duties to include, but not limited to, the following:

Participate and successfully attend and complete all departmental required training

Prepare monthly summary reports for submittal to the Division Manager

Advise the Division Manager of administrative matters and concerns.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of North Slope Borough organization, operations, policies and procedures.

Knowledge of traditional and contemporary customs and activities of the North Slope, ability to speak the Inupait language is recognized as one measure of understanding traditional customs and activities.

Skill in reading, comprehending, and application of statutes, regulations, and guidelines.

Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with department staff and other Borough employees.

Skill in making presentations and establishing and monitoring a cooperative working relationships with Boards, Commissions, and stake holder groups.

Skill in using a personal computer and a variety of software applications specifically word processing, spreadsheets, and database.

Ability to establish and maintain effective working relations with a wide variety of persons, including those whose interests may be adversarial.

Ability to work independently, perform highly accurate work, and write clear and acurate reports and correspondence.

Ability to meet the public, to understand their questions, and provide clear answers.

Ability to maintain absolute confidentiality of work-related issues, records and borough information.

Education, Experience, Certifications and Licenses Required

High school graduate or G.E.D/or a combination of 12 years of education and related work experience.

Four years work experience with State, Federal, Municipal, or Tribal governments that includes experience applying public policies, procedures and municipal code.

Four years of combined office management, budgeting and accounting work experience.

Ability to obtain Alaska drivers license that meets North Slope Borough insurance criteria within the probationary period.
