Duties Summary

The Pass &amp ID Office provides oversight to all airport Pass &amp ID operations statewide. The program develops, maintains, and updates policies and procedures regarding airport access badges and ensures compliance with applicable Federal, State and Local laws, rules, regulations, and standards.

MAJOR DUTIES AND RESPONSIBILITIES


1. Supervises and conducts training for the Airport Security Identification Technician (ASIT) I, II, and III. Makes assignments and monitors the quality of work.

2. Maintains and tracks all background checks receives and records background check results and communicates with applicants corresponds with Federal Bureau of Investigations (FBI) as necessary maintains all background check and fingerprint files and maintains automated database.

3. Refers disqualifying criminal offenses to Assistant Airport Superintendent IV for additional vetting.

4. Conducts investigations into alleged Transportation Security Administration (TSA) violation regarding the issuance of unescorted badge. Prepares written findings and conclusion. Testifies in front TSA Inspector if needed.

5. Corresponds with disqualifying applicants and airport tenants.

6. Reviews Criminal History Record Check (CHRC) and (FBI) rap back for disqualifying criminal offenses, checks for lawful presence in the United States and recurrent check against the Terrorist Screening Centers watch list and other database

7. Vetting individuals for whom the government lacks reasonable suspicion from various watchlist as a known or suspected terrorist but who have links or associations with terrorists and terrorist activity.

8. Testifies that the issuance of unescorted access was in accordance with federal laws and directives.

9. Establishes new tenants and businesses into database and establishes authorized signatory for new tenants and businesses.

10. Issues security keys and vehicle decals to authorized user.

11. Examines applicants identification documents (following TSA 49 Code of Federal Regulations (CFR) 1542) to ensure they are genuine, belong to the person presenting them and are not outdated or mutilated and that all names on both ID’s presented match ensures the information provided by the applicant and Authorized Signatory is correct.

12. Uses a risk-based strategy, by questioning applicants and evaluating their responses to ensure applicants completed their Disqualifying Crime statement and also completed the required security training themselves.

13. Interacts with the Airport tenants authorized signatories providing guidance and training on the Authorized Signatory Portal and by answering questions about the Airport ID Badge process.

14. Provides information to existing and new Airport ID Badge holders regarding security requirements, background check investigation process and status, procedures on obtaining security items and gaining access to security areas and other routine information.

15. Independently proctors security and other training in the Computer Based Lab and to monitor applicants for cheating and take any appropriate action as needed.

16. Administers airport restricted area access badges creates and mails billing letters for expire and lost badges and refund letter for returned badges maintains files of all billing correspondence to Airport tenants and their Authorized Signatories.

17. Updates and maintains the Airport Security Program.
18. Other related duties as required.

Minimum Qualification Requirements

CLERICAL EXPERIENCE: Three (3) years of clerical work experience performing variety of detailed tasks working with computer software.

Knowledge of English grammar, spelling and basic arithmetic (addition, subtraction, multiplication, division),

Ability to read, understand and comprehend detailed instructional manuals, standard operating procedures and carrying out the procedures accurately input alphanumeric data and compare words and numbers quickly and accurately,

SPECIALIZED EXPERIENCE : Two and one-half (2-1/2) years of progressively responsible work involving compliance with federal laws or adhering to strict business practices adopted pursuant to federal, state, and county laws, rules, regulations and other directives which could result in financial consequences if not followed.

For the class Airport Security ID Technician IV, at least one (1) year of experience must have demonstrated knowledge of and the ability to independently administer and examine the criminal background check program required by the Transportation Security Administration (TSA) to authorize the issuance of unescorted access credentials into secured and sensitive areas of the airports.


SUBSTITUTION FOR GENERAL CLERICAL EXPERIENCE:
Graduation from high school with courses in English and arithmetic may be substituted for six (6) months of clerical experience OR successful completion of a substantially full -time equivalent associate degree and the receipt of a diploma or a certificate of achievement at an accredited community college, business or technical school, which included courses in basic English, arithmetic, general clerical procedures and office machine may be substituted on the basis of fifteen (15) semester credit hours for six (6) months of General Clerical Experience, up to a maximum of one (1) year of General Clerical Experience.

CONTROLS OVER THE POSITION:
The Airport Security Identification Technician IV will be under the general supervision of the Assistant Airport Superintendent V, Position Number 21668.

FEDERAL CRIMINAL RECORDS CHECK
In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check.

In order to be granted the Security Identification Display Area (SIDA) clearance, prospective employees must not have been convicted, or found not guilty by reason of insanity, of a disqualifying criminal offense within ten years from the date of the application. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years.

CITIZENSHIP/RESIDENCY REQUIREMENT
Applicants must be citizens, lawful permanent residents (resident aliens) or nationals of the United States, or non-citizens with unrestricted employment authorization from the U.S. Citizenship and Immigration Services, U.S. Department of Homeland Security.

TYPE OF APPOINTMENT
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be at will, which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.


EXEMPT BENEFITS

Paid Holidays

Eligible for 13 paid holidays each year 14 holidays during an election year.

Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Health Insurance

The State provides a free life insurance policy for eligible exempt employees.

Retirement Plan

The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan

Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.

Flexible Spending Accounts

Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.

Transportation Benefits

Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.

Deferred Compensation

The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.

Temporary Disability Insurance

Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

Social Security

As an employer, the State also contributes to an exempt employees social security account.

Training &amp Continuing Education

The State supports developmental activities related to an exempt employees work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.

Travel Expenses

The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.

Union &amp Collective Bargaining

Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
