This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The primary purpose of the Administrative Specialist I is to provide administrative support for the Public Water Supply Section. Administrative Specialists I in the PWS Section work as a team to complete a variety of tasks related to established business processes

Key Responsibilities:
  • Serves as the primary public contact regarding administrative elements within the Public Water Supply (PWS) Section.
  • Manage certification processes. Process and print Applicant and Engineer Certifications, record in database, and maintain hard-copy files.
  • Reviews various reports and records for accuracy, inputs data into database and produces field operations status reports, use data to track measures of performance for reporting purposes.
  • Serves as a contact for various administrative processing, which as follows: Process administrative penalties which includes various clerical duties i.e. copying, faxing, mailing, and data entry.
  • Refer technical questions to the appropriate program manager or staff personnel and send information to callers via mail and email.
  • Print and collate all penalty mailings. Prepare distinct packages for each recipient of originals and copies. Maintain document files.
The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations Water Sciences Public Water Supply Water Quality Permitting Groundwater Resources, and Water Planning. Recruitment Range: $36,682 – $50,438

To qualify for this position, applicants must document on the application that they possess ALL of the following:


  • Demonstrated experience using office technology, software and/or office equipment.
  • Demonstrated experience in compiling, reviewing, and/or tracking printed or electronic information/files and/or entering information/data into a database.
  • Documented experience preparing and/or communicating information, correspondence and/or letters.

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience or equivalent combination of education and experience.
