This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


Description of Work:

This position serves as a Public Information Officer (PIO) for DEQ’s Permitting Transformation Program. The PIO is responsible for internal and external communications for the program and supports the work of the agency-wide initiative designed to streamline DEQ’s permitting processes while improving public access to permit information. The PIO serves a key coordinating role across multiple divisions for online permit launches and support of the AccessDEQ portal.
Key Responsibilities:

  • Develop communication materials such as press releases, website content and training guides and/or videos.
  • Facilitate communication between PTP development and permitting programs.
  • Responding to inquiries from stakeholders, media and the public
  • Organize and supporting public information sessions, events, meetings and webinars.
  • Assist division staff with planning, reports, presentations, and other materials as appropriate.
  • Fulfilling public records requests in accordance with the state public records law
  • Maintain and update web pages and supporting materials.
  • Assist with stakeholder outreach and public engagement.
The Office of Environmental Education and Public Affairs: The Office of Environmental Education and Public Affairs is responsible for supporting the department’s initiatives and objectives through communications, outreach, and dissemination of information to the public. Public Affairs coordinates the department’s communications, public information and outreach efforts through interaction with residents and the news media, publication production, special events and public information programs and initiatives, and serves in an advisory position to the Secretary and senior management regarding a broad array of internal and external communications issues.

Knowledge, Skills and Abilities / Competencies


To qualify for this position, applicants must document on the application that they possess
ALL of the following:
  • Documented experience drafting or publishing press releases.
  • Documented experience maintaining or updating websites.
  • Demonstrated work experience planning public information meetings and/or stakeholder outreach activities.
  • Demonstrated experience editing and/or analyzing information, materials, or publications.
Management Preferences:
  • Experience with developing technology program launch communications and supporting user guides.

Bachelor’s degree in communications, public relations, public affairs, media journalism, English, or a related field from an appropriately accredited institution and two years of experience in communications, public relations, or publicity work or an equivalent combination of education and experience.
