The starting pay range for this position is $19.57-$25.89 hourly

The State of New Hampshire, Department of Health and Human Services, Division of Finance and Procurement has a full time vacancy for Accountant I.

SUMMARY:

Reviews and monitors various invoices and manual warrants for liabilities incurred by all DHHS divisions, including but not limited to employee in-state and out of state travel vouchers. Provides training and guidance to Accounting Technicians within the unit on procedures, processes and work flow. Requires communication with various levels of Departmental personnel.

RESPONSIBILITIES:

Receives documents and distributes enclosure checks and Bureau of Elderly and Adult checks returned to Agency.

Audits complex supporting source documents to determine authenticity and accuracy of expenditures.

Determines Activity numbers, Accounting Units and other NH First statewide financial system codes required to correctly charge expenses.

Prepares payment vouchers to initiate payments for which various divisions are liable, including in and out of state travel vouchers, conference registrations and those which require expedited processing.

Prepares and executes Transfers of Expense to correct erroneous financial transactions as they relate to the Accounts Payable Unit.

Reviews, prepares, and validates daily financial transactions necessary for daily reconciliation.

Applies established payment policies to ensure consistent interpretation and administration of federal and state regulations.

Communicates with agency personnel, External Stakeholders, other state reporting units or outside vendors to obtain information and explain facts and interpret accounting problems. This also includes consignment of W-9 forms to agency vendors as needed.

Monitors the Accounts Payable centralized email and mail box and disseminates work to the appropriate unit accounting team to ensure efficient and effective workflow. This includes establishing and maintaining a rotating staff schedule for various warrant payments.

Provides both initial and on-going staff training to ensure consistent compliance with Administrative rules, departmental policies and procedures, and federal regulations.

Assists unit supervisors with limited operational oversight of employees doing related or similar work, which includes problem solving errors on payment vouchers or invoices, funding inaccuracies and staff/vendor inquiries.

MINIMUM QUALIFICATIONS:

Education: Bachelors degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: One years experience in accounting or auditing work. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required.
