Job Description : Water Conservation Coordinator

The Utah Division of Water Resources seeks an organized, creative, positive Water Conservation Coordinator to manage our landscape incentive (grass replacement) program. Launched in May of 2023, the Landscape Incentive program offers incentives to property owners for replacing grass with waterwise landscaping. The Division of Water Resources manages this program in areas without a water district-run program. The Division also provides matching funding for areas with a water district-run program.

This candidate will require both program management and strong communication skills. We are looking for a coordinator who can creatively solve challenges, work collaboratively to break down barriers and manage programs thoughtfully and efficiently.


Principal Duties:

Under the direction of leadership and the Water Conservation Section Manager, the candidates will:

  • Manage the statewide Landscape Incentives program. Help determine program goals and objectives.
  • Oversee seasonal employees and coordinate schedules for site inspections.
  • Review and approve Landscape Incentive applications submitted through UtahWaterSavers.com.
  • Meet regularly with water conservancy district partners to coordinate program efforts and solicit feedback.
  • Review invoices, support documentation, and reports for programs receiving funding support from the Division of Water Resources.
  • Review and update program rules and guidelines as needed.
  • Deliver presentations to staff, management, partners, and the general public about the Landscape Incentive program.
  • Represent the division on committees, forums, community events and other collaborative opportunities
  • Assist with conservation vision and messaging
  • Work with residents, businesses, local governments and other water users to implement best efficiency practices.
  • Identify program needs and communicate recommended improvements to water conservation staff and management.
  • Help create support materials for the program.

  • Has a bachelors degree or higher or four or more years of equivalent professional work experience.

  • Highly proficient in Microsoft and Google Office products, including Word, Google Docs, Excel, Google Sheets and database technology.

  • Ability to adapt to different demands, tasks, personalities and areas of focus on a regular basis.
  • Ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Develop approaches for the implementation of an idea, program or change in operations.
  • Ability to make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.
  • Ability to learn and retain applicable laws, rules, regulations and/or policies and procedures.
  • Ability to research methods, techniques, and/or sources of information.
  • Ability to deliver presentations or training using acceptable methods and techniques.
  • Ability to develop curriculum learning objectives, and/or course materials.
  • Ability to compose and produce reports, documents and related material.
  • Ability to communicate information and ideas clearly, and concisely, in writing read and understand information presented in writing.
  • Ability to communicate technical information effectively both orally and in writing.
  • Ability to speak clearly, concisely and effectively listen to, and understand, information and ideas as presented verbally.
