Position Summary &amp Duties Responsible

POSITION SUMMARY

Records Manager will plan, direct, manage, assign, and review work of staff. Oversee maintenance and management of records, technical support services, inspection of public record requests and activities of departments. Supervise department’s staff/tech(s). Research, analyze, and compile information and data for complex records requests, ensuring distribution of data requests comply. Work with legal and attorneys to provide all documents necessary for pending lawsuits. Coordinate assignment of activities with other divisions, external agencies, and the public. Provide staff assistance with administrative support and agency compliance with State and Federal Law. Develop standards for Countywide imaging operations. Define imaging resource requirements. Prepare RPF’s for hardware, software, and consulting services. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.


DUTIES AND RESPONSIBILITIES

  • Coordinate the functions of the records management system. This includes maintenance, storage, retention, retrieval and destruction of records and documents in accordance with administrative, legal and fiscal requirements local, state and federal laws.
  • Develop, recommend and implement new technology to enhance the functions of recording and filing systems.
  • Prepare the budget for assigned section including forecast of equipment, etc.
  • Analyze imaging/micrographics/records requirements and create short and long-range planning documents for various departments.
  • Consult with staff and customer departments in order to evaluate, procure and implement imaging hardware and software.
  • Prepare RFPs, evaluate proposals and conduct contract negotiations for hardware, software, and services.
  • Manage all support activities, including assigned personnel, to achieve high availability objectives as dictated by customer departments.
  • Train department and customer personnel and provide technical assistance.
  • Monitor and control all phases of project support in order to assure accuracy, timeliness and effective use of resources.
  • Performs other job related duties as required or assigned.

Minimum Qualifications

  • Requires a High School Diploma or GED, and seven (7) years of related work experience involving business administration, public administration, records management, and one (1) year in a supervisory position. Any equivalent combination related to education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation. Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.

WORKING CONDITIONS

  • Duties are performed indoors.
  • Indoor duties are performed in a temperature-controlled environment.
  • Indoor duties are performed on an even surface, which may be carpeted, tiled or concrete.
  • Worker is exposed to developer fluid and fixer fluid, developer and fixer systems cleaner and denatured alcohol.
  • Worker often works alone both with and without directions from management.

EQUIPMENT, TOOLS AND MATERIALS

  • Equipment typically used in the performance of office duties include telephone, computer keyboard, computer printer, photocopy machine, facsimile machine, imaging equipment, micro-graphics machines and calculator.
  • Worker handles various paperwork, writing utensils, files and reports when performing administrative duties and daily log keeping.
  • Worker handles Kodak 16 and 35-mm processor, including replenishing unit, densitometer, silver duplicator, film inspection station, microfiche reader/printer, duplifiche printer, microfilmer, and various other cameras.
