The State of New Hampshire, Department of Administrative Services Division of Procurement and Support Services has a full-time vacancy for Purchasing Agent.

Summary:

Manages the cost effective and timely procurement of materials, equipment, commodities, and services required by state agencies.

18 Months of additional relevant experience = Associates degree

Other information:

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Five years of experience as a Purchasing Agent or other professional purchasing experience having contact with vendors in the procurement of a large variety of supplies, materials and equipment, and/or experience in contract administration, law with responsibility for contract development and administration, or a related field. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required

SPECIAL REQUIREMENTS:

Must be willing to be on call during off hours and respond to work within a short time to support Emergency Operations during a state disaster.

Responsibilities:

Coordinate activities involving the procurement of goods and services from suppliers including analyzing costs and determining purchase price, driving cost reductions through supplier negotiations, and working with external vendors and other groups to improve the states buying power.

Manage bidding process, working with program staff and agency personnel to : draft specifications and write solicitation documents, ensure timely publication of procurement notices and evaluate competitive offerings based on cost, quality, service, availability, reliability and selection variety, including suppliers price structure and compliance with appropriate regulations, and other various financial information as needed to determine suppliers solvency.

Develop standard solicitation documents and forms to facilitate the purchasing of supplies, material, equipment and general service contracts to support state agencies.

Negotiate pricing and contractual terms and conditions, prepare and revise contracts for the delivery of required services, and award contracts, purchase orders, ordering agreements and service agreements.

Administer and manage service contracts to ensure compliance with contract terms and conditions.

Initiate and maintain emergency service and commodity contracts in support of the ESF-7 Resource Support and the State Emergency Operations Plan, in order to ensure that a wide variety of essential goods and services will be provided during a time of emergency.

Be on call during off hours and respond within a short time frame to the Emergency Operations Center to provide support for ESF-7 Resource Support and the State Emergency Operations Plan.

Supervise and direct the work of program specialists and other support staff.

Ensure that Purchasing goals and timelines are met and that good working relationships are maintained with internal customers and vendors.

Advise agencies and staff on established Purchasing policies and procedures.
