Class Definition

GENERAL STATEMENT OF DUTIES: To assist in logistical planning and execution, review of programs and administrative functions of the Elections Division as assigned to assist and direct subordinates to fulfill agency responsibilities as described in Title 17 of the of the Rhode Island General Laws as well as achieve agency goals and objectives. SUPERVISION RECEIVED: Works under the general supervision of the Director of Elections and assists in carrying out the directives and policies established by the Board. SUPERVISION EXERCISED: Assists the Director of Elections supervising warehouse staff, seasonal employees, and contracted vendors.
Responsibilities Include:

  • Coordination of the processing and tabulation of mail ballots, as well as the development of policies, procedures, and practices to process a high volume of mail ballots securely and efficiently under the requirements of Title 17 or RI law.
  • Coordinating all publication certifications of mail ballots and required notifications to the public and candidates under RI law.
  • Coordinating the logistics and procedures necessary for the maintenance and security of mail ballot drop boxes, as well as the secure transport of ballots within mail ballot drop boxes located throughout the state to the Boards facilities, as required under Board regulations.
  • Coordinating the training of seasonal staff and local election officials for the processing of mail ballots.
  • Coordinating the recruitment, training, and supervision of pairs of election officials for the processing and certification mail ballots.
  • Coordinating and conducting voter registration drives at colleges and universities within the state.
  • Developing and implementing programs for the registration of voters at voter registration agencies, including forms, publication, and training.
  • Assisting with the inventory of all election forms, documents, signage, and supplies necessary to conduct elections at early voting sites and polling locations throughout the state.
  • Assisting with packing of all equipment, supplies, and ballots and delivery to early voting sites and polling locations.
  • Assisting with logic and accuracy testing of all voting equipment.
  • Assisting with the timely delivery of all voting equipment and supplies to/from the agencys warehouse.
  • Assisting with the conduct of election recounts and post-election audits, as well assisting with the development of recounts and post-election audits as authorized under law and by the Board.
  • Assisting with the periodic inspection of all existing and new polling locations, and coordinating inspections with staff and other related state and federal agencies as needed.
  • Assisting with the preparation of schematics or diagrams of polling locations.
  • Assisting in the conduct of training election officials and pollworkers
  • Producing detailed statistical reports and spreadsheets containing both historical and current data on polling locations, voter turnout, voting method, polling place staffing, and other data points as required, as well as completing and submitting required statistical reports to state and federal agencies as directed by the Director of Elections.
  • Assisting in various office, clerical &amp administrative tasks, as required.
  • Conducting research on a wide range of election and voting issues and responding to requests from federal, state and local officials and agencies, public and private organizations and the general public.
  • Performing other related duties as required.

Illustrative Examples of Work Performed

  • To be responsible for assisting the Director of Elections by planning, coordinating, and administering elections throughout the state, including:
  • Coordinating the processing of all mail ballots through complex high-speed mail ballot sorting and signature verification equipment, for all elections under the requirements of R.I.G.L 17-20 and Rules and Regulations promulgated by the Board.
  • Supervise seasonal employees in the processing of mail ballots, including coordination of public certifications, hearings, and meetings and relevant public postings.
  • Coordinate, develop and maintain policies and programs designed to notify voters of deficiencies in their mail ballot submissions under the requirements prescribed in Rules and Regulations promulgated by the Board.
  • Provide training and support to the local Board of Canvassers in the processing and handling of mail ballots.
  • Ensure all necessary data transfer to/from central high-speed mail ballot sorting and signature verification equipment to/from the states Central Voter Registration System (CVRS).
  • Assist with the inventory of the Boards voting equipment assets, including ballot tabulators, ballot marking devices, ballot on-demand printers, electronic poll books, drop boxes, ballot receptacles, voting booths, supply boxes, and all accessories.
  • Assist with maintaining the inventory of elections forms, documents, signage, and supplies necessary to conduct elections.
  • Assist with the delivery of all necessary voting equipment and supplies to and from the Boards warehouse facility for early voting sites and polling locations necessary for the conduct of elections.
  • Assist with the conduct of election recounts and post-election audits including timely delivery to the Board all ballots and documentation necessary to conduct all recounts and audits, as well as assisting with recount and post-election audit procedures as authorized under law and by the Board.
  • Assist with implementing voter registration programs at designated state voter registration agencies, including, creating forms and publication and training programs.
  • Assist with the periodic inspection of all new and existing polling locations within the state to ensure compliance with state and federal laws, including access for voters with disabilities.
  • Assist with training of election day technicians.
  • Assist in conducting training of local election officials and pollworkers.
  • Assist with the coordination and conduct of voter registration drives at colleges and universities within the state.
  • Assist in the planning, supervision and review of new and existing programs and administrative functions as assigned. This includes directing subordinates to fulfill agency responsibilities as described in Title 17 of the of the Rhode Island General Laws as well as achieve agency goals and objectives.
  • Responsible for compiling complex and detailed statistical and non-statistical reports and spreadsheets to the Director of Elections relating to the planning and preparation for the conduct of elections, and on all work performed related to mail ballots, voter registration, and other election administration functions.
  • Research a wide range of election and voting topics gather and compile statistical data assist and respond to requests from federal, state and local officials and agencies, public and private organizations and the general public act as a liaison with election officials and assist in other office-related duties as may be required.
  • To initiate, plan, develop, implement, and review new and existing programs and projects as assigned.
  • To perform other related duties as required.

Required Qualifications for Appointment

KNOWLEDGE, SKILLS AND CAPACITIES: Excellent written and oral communications skills essential exercises initiative demonstrated management, leadership and organizational skills familiarity with Rhode Island election process preferred ability to work independently or with staff in developing and implementing complex assignments ability to prioritize and coordinate multiple projects and work assignments possess strong interpersonal skills, including the ability to work effectively and professionally with superiors, agency staff, subordinates, other state and federal agencies institutions, and the public must be an innovative problem-solver and thorough in the performance of duties have a working knowledge of and familiarity with computer information systems including strong skills in Microsoft Excel and Microsoft Word ability to follow oral and written instructions and related capacities and abilities.

Education: Such as may have been gained through: graduation from a college of recognized standing and
Experience: Such as may have been gained through employment or engagement in a responsible position, preferably with supervisory responsibility. Preferably two (2) years or more of experience, in an election-related field. Or, any combination of education and election experience that shall be substantially equivalent to the above education and experience.
