Class Definition

GENERAL STATEMENT OF DUTIES: To supervise the work of state staff and contractors engagedin the performance of repair, mechanical, and maintenance services for buildings, equipment, and utilitiesto participate in the performance of such services to utilize facilities work order system to processauthorized state credit card purchases to write scopes of work / objectives for service contractors torequest contractor quotes, gather facilities information, assemble state purchasing documents and submitrequest for purchases to process state purchase orders and invoices, and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of the Facilities ManagementOfficer (FMO)/Facility Manager Branch Chief (FM) from who work assignments are received, with somelatitude for independent judgment work is reviewed for proficiency and conformance to rules,regulations, and instructions.

SUPERVISION EXERCISED: Plans, coordinates, supervises, assigns, and reviews the work of a groupengaged in performing mechanical and maintenance services instructs and reviews the work forproficiency and conformance to rules, regulations, and instructions.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
To plan, coordinate, supervise, assign, and review the work of a staff of facility operations andmaintenance personnel and others engaged in performing repair, mechanical, and maintenance servicetasks for a large group of buildings and structures.
Maintain in good mechanical condition power-driven machinery, such as HVAC equipment, pumps, aircompressors, sewage treatment machinery, and vehicles for snow removal, grounds maintenance,construction work, and other necessary uses.
Acquire replacements for broken parts of machinery and equipment.
Maintaining heating, water, electric, signal, refrigeration, and gas systems.
Performing tasks involving maintenance of various machine shop equipment.
To personally participate in making repairs to, or adjustments of, such equipment and machinery.
To interpret blueprints, building plans, and specifications to subordinates.
At frequent intervals to inspect buildings, structures, and utilities, noting their condition and necessityfor repair and to arrange for such repairs through the work order system.
To develop and utilize preventive maintenance schedules and apply them to the activities of the staff.
As required, to supervise and participate in snow removal operations in assigned and designated areas.
To be responsible for the cleanliness of all ARNG facilities roadways and/or operational areas.To report to the FMO any unsafe conditions of such roadways and/or operational areas and as instructedto remedy such unsafe conditions.
To develop scopes of work / objectives for service contractors, source and provide facilities information.
To collect and submit request for purchase documents in order to obtain a state purchase order.
To process contractor purchase order and invoices, and make corrections as needed, before acceptance.
To requisition services, equipment, materials, and supplies through master cooperative agreement andstate purchasing process.
To submit recommendations and reports as required.
To fully implement RIARNG facilities management work order system of record (Asset Essentials)To develop a good rapport with contractors, state personnel, and military staff.
To coordinate and deconflict facilities maintenance and service schedules with military unit operations.
To attend job related training workshops.
To do related work as required.

Required Qualifications for Appointment

KNOWLEDGES, SKILLS, AND CAPACITIES: A thorough knowledge of the methods of buildingrepair and maintenance a working knowledge of the methods of maintenance and repair of equipmentand machinery, including familiarity of newer and more sophisticated apparatus, used in maintenance ofbuildings, the maintenance of heating, water, electric, signal, refrigeration, gas, and sewage systems theability to plan, coordinate, and supervise the work of subordinates engaged in building and mechanicalmaintenance activities the ability to read and interpret blueprints, building plans, and specifications afamiliarity of snow removal techniques and related capacities and abilities. Must be knowledgeable inthe use of computers and programs.

SPECIAL REQUIREMENT:Must have a police background check (BCI) and (NAC) have never been convicted by civilian/militarycourt except for minor traffic violations and similar infractions or history juvenile delinquency in two (2)years preceding proposed employment. Must have the ability to obtain a security clearance for access tomilitary facilities. Mandatory – Must possess and maintain a valid State of Rhode Island Driver’s Licensethroughout duration of employment. CDL and Trade Licenses are desirable.

Must have the ability to operate various types of vehicles and machinery, and obtain DOD certification, ifrequired, for the use of such facilities maintenance equipment as indicated below:

Travel may be required in and out of state utilizing GSA and State Vehicles.

At the time of appointment must be physically qualified to perform assigned duties as evidenced by aphysicians certificate.

EDUCATION AND EXPERIENCE:Education: Such as may have been gained through graduation from a senior high school andExperience: Such as may have been gained through employment in a supervisory position such as at thesenior maintenance or foreman level with at least five (5) years of facility operations relating to buildingsand structures, to include mechanical maintenance of equipment and machinery or any combination ofeducation and experience that shall be substantially equivalent as to described above.
