General Description



Do you enjoy being part of a team in a fast-paced, fun work environment? The Albany Police Department is excited to announce the opening of a full-time Police Clerk position in the Records Division.

This position answers all non-emergency phones call and helps customers face-to-face while behind security glass at the Albany Police Department. It is often the first point of contact with individuals, including victims of crime, sex offenders, angry/agitated individuals, coming into the police department for a variety of reasons. On average, this position may receive up to 50-60 phone calls not counting the customers who come to the front counter. The ideal candidate will be customer-service focused, detail-oriented, and able to utilize several computer software programs.

This position will work Monday – Friday, between the hours of 9:00 a.m. and 5:30 p.m.

Salary Information:
Effective July 1, 2024, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).

The City of Albany will consider and/or apply any applicable incentives including but not limited to the following:

2. Bilingual Pay (Spanish)
3% -Intermediate
5% -Advanced

3. Education Pay
3% – Associates Degree
6% – Bachelors Degree

Essential Functions/Duties &amp Responsibilities

These duties are intended only as Illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed.   • Answers incoming telephone calls, determines nature and urgency of calls, and routes calls according to department guidelines. Takes reports over the phone that do not require emergency or officer response and enters data into various software programs.
  • Provides a variety of information to the public and governmental agencies. Responds to written inquiries for special or specific law enforcement information while complying with public record laws and confidentiality.
  • Operates computerized records system codes and enters Uniform Traffic Citations into the Records Management System (RMS) conducts records checks and maintains Law Enforcement Data System certification.
  • Assists in the processing of a variety of reports and records including reports of investigation hazardous, and nuisance vehicles sex offender registrations false alarm notices and alarm permits.
  • Establishes and maintains records systems and report files using moderately independent judgment which includes creating folders, assigning Police Reports to the correct location, moving media files, and ensuring each document has been assigned a retention period.
  • Maintains inventories and orders department supplies and materials following City purchasing policies.
  • Receives and posts a variety of payments. Runs daily payment reports and balances payments to the reports and prepares daily deposits.
  • Tracks and organizes vehicle fleet maintenance and repairs.
  • Composes a variety of correspondence, reports and other materials requiring independent judgment as to content, accuracy, and completeness.
  • Enters and retrieves criminal justice information using local, state, and national computer systems in response to operational needs and polices.
  • Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
  • Serves as a member of various City committees as assigned.
  • Assists other staff in the performance of their duties as assigned.
  • Maintains regular job attendance and adherence to working hours.
  • Operates a motor vehicle safely and legally.
  • May provide training and orientation to newly assigned personnel.
  • Performs other related duties as required/assigned.

Supervision/Lead Work Exercised

This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.

Qualifications &amp Requirements

EDUCATION AND EXPERIENCE

A high school diploma or its equivalent and three years of general office or records management experience or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: computers and electronic data processing, email, and related software modern office practices and procedures including business English, grammar, spelling, and composition and modern law enforcement principles, procedures, techniques, and equipment preferred.
Skill in: the operation of standard office equipment, including copy and fax machines, multi-line telephone operating computers for data entry, word processing, presentation software, and spreadsheet programs and operate listed tools and equipment used.
Ability to: proficiently use Microsoft Office Suite operate small office equipment, including copy machines or multi-line telephone systems word processing and/or accounting purposes learn the applicable laws, ordinances, and department rules and regulations communicate effectively, verbally and in writing understand and carry out written and oral instructions establish and maintain effective working relationships with employees, other departments, and the public.

SPECIAL REQUIREMENTS
  • Ability to meet the Law Enforcement Data System (LEDS) certification requirements and successfully obtain this certification within six months of job placement.
  • Must pass a thorough background investigation and integrity interview. Any conduct that could compromise the integrity of the department or the city will be closely evaluated.
  • Work schedule is typically Monday-Friday including holidays, may work weekends and evenings as needed.
  • Possession of or ability to obtain a valid Oregon drivers license and a driving record that meets the City’s driving standards.
  • The individual shall not pose a direct threat to the health or safety of themselves or others.
WORK ENVIRONMENT

In the performance of the job duties, the employee will be working in an office environment under usual office working conditions. Work may also be performed in meeting settings in offices, conference rooms, and public spaces. The noise level in the work area is typical of most office environments, with telephones, personal interruptions, and background noises. Travel is normally limited to various city work sites.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
