Job Duties

This position is eligible for hybrid telework and may report to an office 2 days per week, under California Government Code Section 14200. Telework-eligible applicants must reside in California.

Under the general direction of a Section Chief of the Multifamily Finance Super NOFA (MFSN) unit of the Division of State Financial Assistance (DSFA), the Housing and Community Development Specialist (HCDS) I is responsible for program implementation of state funded multifamily housing programs. The HCDS I will conduct research, collect and analyze programmatic and housing data, and assist with preparing complex NOFA and application documents in conformance with program guidelines, regulations and statutory requirements. The HCDS I is responsible for working independently on varied day-to-day activities associated with NOFA funding rounds, application review, scoring, underwriting, award of funds, technical assistance, and preparation of standard agreements. The incumbent performs the Essential Functions as directed by the Section Chief.

Desirables

  • Affordable housing experience, including programs and policies at the local, state, or federal level, and a basic working knowledge of housing development finance.
  • Experience with some or all of the following housing-related topics: affordable housing development, climate-friendly housing, land use, transportation, homeless housing and services.
  • Experience with guidelines and NOFA development, or similar experience analyzing or implementing legislation, statute, regulations.
  • Demonstrated excellence in project management, adhering to tight deadlines, dependability.
  • Ability to think critically and develop, analyze, and recommend solutions or alternatives.
  • Excellent written communication skills and ability to pay attention to detail when reviewing work of others for clarity and accuracy.
  • Ability to use MS Excel for data analysis.
  • Ability to take initiative, work under pressure to meet deadlines and easily adapt to changing priorities.

Essential Functions

Provide subject-matter expertise and lead project management in the design and implementation of state funded multifamily housing programs. Evaluate threshold requirements, rate and rank applications using program scoring systems, analyze complex financing documents, and determine financial feasibility. Assist in the preparation of award packages for presentation before the Department of Housing and Community Development’s (Department) Internal Loan Committee.

Work with the Housing and Community Development Specialist IIs and Program Managers in researching, collecting and analyzing program data and producing reports for time sensitive and critical projects.

Serve as a subject matter expert resource, working collaboratively within the unit to assist in program implementation.

Provide quality control checks, support the Section Chief in tracking workload, established priorities and timelines to ensure quality and timely work product delivery.

Support data integrity by verifying complete, accurate and timely input of application and project data by staff into electronic systems including the Department of Housing and Community Development Consolidated Automated Program Enterprise System and any subsequent data management system.

Support MFSN unit adherence to documented procedures. Develop, maintain, and utilize internal checklists, tools, spreadsheets, and tracking systems.

Provide training to MFSN unit staff in coordination with other specialists and with MFSN management. Support the development and implementation of internal and external workshops, participate in workshop presentations, and provide other technical assistance to potential applicants and other stakeholders. Analyze implementation of DSFA loan and grant programs to identify opportunities for streamlining and efficiency. Lead teams to implement recommendations, adapt or modify procedures, and measure outcomes related to process improvement efforts to protect state security, provide better consistency, coordination and customer service outcomes.

Attend all state and Department mandated training within the required time specifications. Enroll and participate in all job-related trainings set by the Department and management to broaden knowledge and remain current with changes/updates. Responsible for training counterparts and staff on all work related duties, as needed. Collaborate with other units and divisions to develop and maintain cross-divisional processes and training, as needed.

Job Type: Full-time

Pay: $6,243.00 – $7,815.00 per month
