Job Duties

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidates primary residence location. This is subject to change if HCDs criteria is met.

This position provides an exciting opportunity for an independent, passionate individual to be a part of California’s housing solutions. The Department’s Division of State Financial Assistance (DSFA) administers billions of dollars annually to develop and preserve affordable housing, including housing for homeless individuals, families, farmworkers, seniors, and other low-income Californians who struggle to pay their monthly rent. DSFA administers funding through over a dozen grant and loan programs targeted to affordable housing developers and local government partners.

The HCDS II will independently lead high-priority projects, working in close collaboration with both internal and external stakeholders, to develop and implement new DSFA programs and initiatives, and analyze and improve existing programs to maximize DSFA’s ability to support high-quality affordable housing for those in need. Strong project management skills, the ability to work independently, a collaborative approach to problem-solving, excellent written and oral skills, and a commitment to racial and economic equity are required.

Special Requirements:

  • Up to 15% overnight travel throughout the state may be required

Desirables

  • Housing policy expertise, including programs and policies at the local, state, and federal level.
  • Basic working knowledge of housing development and finance.
  • Experience in policy development and the exercise of political judgment.
  • Demonstrated excellence in project management, adhering to tight deadlines, and managing multiple stakeholders.
  • Understanding of the state’s housing finance system including knowledge of HCD state funded housing and community development programs, and California Tax Credit Allocation Committee and Debt Limit Allocation Committee housing finance programs.

Essential Functions

Independently act as a resource for multiple statewide funding opportunities such as No Place Like Home, Transitional Youth programs, Supportive Service Plan reviews, and others as new programs are given to the branch by Executive Leadership. Provide subject-matter expertise in program design and implementation. Inform, design, and develop program procedures. Complete deliverables for the Branch leadership team and implement practices to address project needs identified by the team. Develop and ensure adherence to project implementation plans and schedules.

Develop and continuously improve systems for program development and evaluation by reviewing current processes and decision-making steps, compare them with best practices, and propose modifications or new business process improvements to ensure efficiency and promote consistency across all programs. Develop and update unit training materials in coordination with program managers. Develop and conduct trainings in coordination with program managers to ensure sharing and consistency of information across units in the branch. Continuously improve branch data integrity by monitoring the complete, accurate and timely input of application and project data by staff into electronic systems including the Department of Housing and Community Development Consolidated Automated Program Enterprise System and any subsequent data management system. The Department’s expectation for data integrity is completeness, accuracy, and timeliness. Responsible for training counterparts and staff on all work-related duties, as needed. Collaborate with other units and divisions to develop and maintain cross-divisional processes and training, as needed.

Prepare written briefs, memos, talking points, in-depth reports, technical assistance documents, and internal and external presentations to support design, development, and implementation of Department programs. Identify, analyze, and interpret key housing policy issues that impact the operations of housing financing programs across the department. Summarize policy decisions and identify impact of policy develop and resolve issues/problems develop plans of action, prepare recommendations for the Branch Chief and/or Staff Services Manager II. Coordinate and assist the Branch Chief in response to difficult or sensitive questions or concerns of stakeholders including legislators, local and regional government officials, developers, etc. Work with Communications to prepare talking points and PowerPoint presentations. Perform administrative duties related to policies and workload of the Branch Chief and Staff Services Manager II including review of documents for approval and providing recommendations regarding the Department’s policies and practices, and attend meetings on behalf of the Branch. Follow all identified guidelines that allow the Department to provide accurate information which is readily available for the public, stakeholders, and executive leadership upon request. Prepare and make presentations in support of departmental activities and functions, including consultation for a broad range of constituencies.

As needed, conduct research in consultation with the Housing Policy Division to compare existing and proposed housing programs administered by the Department with both national, local and other state models to: (a) determine the impacts on affordable housing development costs and service impacts, (b) develop recommendations to achieve new outcomes required from housing programs, such as combining land use, housing development, transportation, public health and environmental impacts, and (c) develop framework, guidelines and regulations for programs.

Attend all state and Department mandated training within the required time specifications. Enroll and participate in all job-related trainings set by the Department and management to broaden knowledge and remain current with changes/updates. Responsible for training counterparts and staff on all work related duties, as needed. Collaborate with other units and divisions to develop and maintain cross-divisional processes and training, as needed. Other duties as assigned.

Job Type: Full-time

Pay: $6,858.00 – $8,584.00 per month
