The State of New Hampshire, Department of Information Technology, Business Relationship Management Div – Dept of Transportation has a full time vacancy for an IT Project Manager/Business Systems Analyst I.

Summary:

Develop, plan, organize, coordinate and administer assigned software and hardware projects. Lead the planning and development of all project deliverables. Manage projects adhering to the DoIT System Development Methodology requirements for

Responsibilities:

Manages multi-divisional IT projects, including identification and assignment of tasks to project resources, and facilitation of communication among IT and agency staff. Provides monthly project status updates.



Analyzes project requirements, creates detailed scope and identifies hardware, software and technical resources required to implement systems that meet Agency requirements, business goals and DoIT operating methods, standards, policies, strategies and procedures.




Creates project concept documents (PCDs) as required to provide high-level information for the review of project viability. Facilitates project kick-off, identifies stakeholders, and assists clients with business process identification, system requirements definition, and business rule development. Advises users on procedures, operations and training needs to provide and promote optimal solutions and best practices.




Utilizes standard project management and System Development Life Cycle methodologies, tools and templates for consistency with established standards and strategic plans. Develops and manages project communication plans for all stakeholders. Develops and manages project costs estimates and project schedule, considering both staff and equipment requirements. Creates project documentation for reference and end-user training.




Participates in creating RFPs and contract-related documents, evaluating proposals, and recommending appropriate vendors to provide contracted services to ensure best solutions and alignment with DoIT policies and procedures.




Administers contracts and ensures that the recommended solution produces the desired results and meets the Agency’s departmental goals and operational requirements. Holds vendors accountable for the quality and integrity of vendor systems through all phases of the System Development Life Cycle from initiation to maintenance.





Reviews applicable standards and policies and makes recommendations to team members, escalates to management or requests exceptions when deemed necessary.



Analyzes data and databases, creates ad-hoc reports as required. Trains others in the use of ad-hoc reporting tools.




Performs Client Services duties to provide support of customers with daily IT activities and resolution of issues and concerns. Investigates and corrects production problems and develops solutions to prevent future reoccurrence when applicable.


MINIMUM QUALIFICATIONS :

Education : Bachelors degree from a recognized college or university, preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.

Experience : Six years experience in systems analysis with a broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must be eligible to hold a valid driver’s license and have access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS : Successful applicant will have working knowledge of Personal Computers, desktop productivity tools, and project management software with experience using System Development Life Cycle methodologies.
