The State of New Hampshire, Department of Health and Human Services, Bureau of Child Support Services has a full time vacancy for Intergovernmental Child Support Officer.

SUMMARY:

Manages a specialized caseload in the establishment of paternity and orders for child support. Monitors payments and enforces collection of child support, follows clearly defined state and federal statutes and regulations, in monitoring for compliance and in determining appropriate remedies in the Interstate Unit of the Division Child Support Services.

RESPONSIBILITIES:

Assesses individual case situations and utilizes knowledge of national/international child support laws to determine priorities and appropriate course of action in the establishment of paternity, as well as orders for child and medical support. Gathers pertinent information through interviews, DNA testing, discovery and prepares material for filing of petitions in New Hampshire courts and in out-of-state/country jurisdictions.

Conducts diverse investigative activities and enforcement techniques to locate absent parents including the use of State, Federal, and international sources as well as interviewing applicable individuals.

Initiates and monitors a variety of techniques such as negotiation, wage withholding, IRS tax offset, National Medical Support Notice, Registry of Foreign Decrees and filing of UIFSA Petitions to affect the enforcement of child and medical support, and recoupment of public assistance.

Facilitates telephonic hearings for various stages of Child Support case and represents the State of New Hampshire in hearings to protect monies to be retained by the State. Testifies at modification hearings as necessary to ensure accurate representation of evidence.

Facilitates the Non-Custodial Parent Services Program for the State of New Hampshire.

Monitors cases for status and compliance. Analyses and audits cases for accuracy in crediting of payments, appropriateness of disbursements and application of enforcement remedies. Interprets Interstate laws and regulations under the general authority of the supervisor to resolve conflicts and enforce policy in the application of federal child support laws with out-of-state/country jurisdictions.

Conducts Review and Adjustment on existing cases per Federal Regulations.

Familiarity with automated work environments and technical proficiency in the regular, daily use of a variety of automated tools and processes used to manage, organize and monitor a child support caseload. This includes direct on-line inquiry direct on-line entry of adding and changing information within a sophisticated and complex database the use of word processing and regular communication through electronic mail.

Exercises partial supervision over clerical staff and supervises Child Support Unit in the absence of the Unit Supervisor to manage overall day-to-day operations.

MINIMUM QUALIFICATIONS:

Education: Bachelors degree from a recognized college our university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years experience in support enforcement, collections, financial assessment, investigations, law enforcement, direct service delivery, paralegal work or social work. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must be eligible to hold a NH driver’s license and/or have access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS

Background Investigation: The BCSS is subject to Internal Revenue Service (IRS) Safeguard requirements in accordance with IRC 6103(p)(4) and defined in IRS Publication 1075. Candidates for this position are required to submit to a comprehensive background investigation, including:

FBI fingerprinting (FD-258) – enables the BCSS to review Federal Bureau of Investigation (FBI) fingerprint results and a candidate’s criminal history in all United States and territories to identify suitability issues related to access to Federal Tax Information and

Check of local law enforcement agencies where the candidate has lived, worked, and/or attended school within the last 5 years, and if applicable, of the appropriate agency for information known to them of the candidate. The local law enforcement check will assist agencies in identifying trends of misbehavior that may not rise to the criteria for reporting to the FBI database but is a good source of information regarding a candidate.

Proof of citizenship/residency – to validate a candidate’s eligibility to legally work in the United States (e.g., a United States citizen or foreign citizen with the necessary authorization). The BCSS must complete USCIS Form I-9 to document verification of the identity and employment authorization of each new employee hired after November 16, 1986, to work in the United States. Within 3 days of completion, any new employee must also be processed through E-Verify to assist with verification of his/her status and the documents provided with the Form I-9.

Refusal to cooperate will result in disqualification from candidacy and non-selection for hire. The results of this investigation may disqualify a candidate for the position. DHHS may be prohibited from disclosing any information or record that lead to the disqualification. A hired candidate is subject to this investigation every 5 years.
