The pay range for this position is $39.90 – $54.78 per hour


The State of New Hampshire, Department of Safety, Division of Administration, Human Resources Management Bureau has a full-time vacancy for HR Management Bureau Chief (11-3120 HUMAN RES MGRS-6). This position has a 37.5 hour work week and is considered non-exempt.

SUMMARY: Administers a comprehensive human resources development and management system for the Department of Safety by directing and implementing established statewide policies and procedures, in compliance with established State and Federal laws and in partnership with the Division of Personnel, to enable the Department to achieve its highest quality and most cost effective operating objectives.

18 Months or 1.5 Years of additional relevant experience = Associates degree

36 Months or 3 Years of additional relevant experience = Bachelors degree

MINIMUM QUALIFICATIONS:

Education: Masters degree from an accredited institute of higher education with major study in human resources management, public administration, business administration, personnel management, industrial relations, labor relations, employment law or a related field.


Experience: Eight years of experience in human resource management, personnel management, industrial relations, labor relations or employment law, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.


OR


Education: Bachelors degree from an accredited institute of higher education with major study in human resources management, public administration, business administration, personnel management, industrial relations, labor relations, employment law or a related field.


Experience: Nine years of experience in human resource management, personnel management, industrial relations, labor relations, or employment law, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

Preferred Qualifications: Senior Professional in Human Resources (SPHR) certification from the Society for Human Resource Management preferred.


Special Requirements: Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Oversees the implementation of the Departments human resources functions to include talent acquisition, employee retention strategies, professional and organizational development and training initiatives to accomplish the objectives and plans established and meet the long-term needs/goals of the Agency.


Manages the development and maintenance of workforce performance metrics to include vacancies and internal employee movement to inform and guide strategic human resource initiatives. Provides on-going analysis and communication, via an operational dashboard and reports, of current workforce needs. Supports a culture and framework of timely and accurate response and continuous improvement.


Controls and monitors the Departments internal and external human resources processes and payroll activities and outcomes to ensure compliance with the state and national regulatory requirements and enable formulation of appropriate financial reporting used in administrative planning.

Serves as business partner and advisor by assisting the Office of the Commissioner, Division Directors and Senior Management in the preparation of personnel budgets, reclassification requests, identifying training areas and develop solutions, and promote critical organizational development initiatives to address and understand strategic business and support needs.


Coordinates information and provides consultation to the investigative unit within the Commissioners Office to facilitate the investigation process of civilian employee complaints and disciplinary actions in compliance with State of New Hampshire and Department administrative rules and policies.


Oversees, evaluates and manages, in coordination with the Commissioners office and Legal Unit, employee relations issues requiring disciplinary action, providing appropriate direction, which enables and reinforces the progressive discipline model in coordination with Division of Personnel.


Provides direction to employees, mid-level and senior management on a variety of support needs including, but not limited to: counseling on professional development advising on policies and procedures which drive the states workers compensation plan, Family and Medical Leave Act, and Americans with Disabilities Act on behalf of the Department of Safety.


Develops and oversees the implementation of human resources management and administrative policies and procedures as related to personnel management, including State and Federal laws and policies, as directed by the Commissioners Office and the Division of Personnel to reinforce the fundamental guidelines utilized by state government and remains up-to-date on legislation and any changes to these policies and procedures.


Serves as human resources liaison with the Division of Personnel, Bureau of Risk Management, Labor Department, Union Officials, Troopers Association, Personnel Appeals Board, Public Employees Labor Relations Board, Employee Assistance Program and others to ensure that Department interests are not compromised.


Represents the Department and prepares cases for the Department at Personnel Appeals Board and New Hampshire Employment Security hearings to assist in the resolution of grievances and appeals.
