About this position:


The overall function of this position is to ensure that state roads are maintained in accordance with DOTD standards. This position reports directly to the Parish Highway Maintenance Superintendent. The incumbent must be self-motivated and be able to perform duties many times with minimal supervision, and also be able to interpret unforeseen conditions as they may arise.


A valid Louisiana Class A CDL is required prior to being appointed to this position.
This position may be filled as either a probation appointment (open to all qualified applicants) a promotion (open to all statewide classified and Agency-wide permanent status employees) or by detail to special duty.

Qualifications

MINIMUM QUALIFICATIONS: Four years of experience in the construction, maintenance or repair of roads, bridges, levees, drainage facilities, wharfs, buildings, or grounds OR the operation of heavy mobile equipment, industrial machinery, construction or maintenance equipment OR the maintenance of heavy mobile equipment, industrial machinery, construction or maintenance equipment. NOTE: A combination of experience in the various fields will be accepted.

Function of Work:
To provide supervision, guidance, logistical support, and limited administration to a group of maintenance personnel maintaining roads, drainage, and bridges within a parish.

Level of Work:
Supervisor.

Supervision Received:
Broad review from a Parish Highway Maintenance Superintendent or other maintenance supervisor of higher grade.

Supervision Exercised:
Direct line over all parish level Mobile Equipment Operators, Helpers, and Laborers.

Location of Work:
Department of Transportation and Development, parish/district wide.

Job Distinctions:
Differs from Parish Highway Maintenance Superintendent by lack of responsibility for management of all parish highway maintenance activities.

Differs from other maintenance supervisory jobs by its involvement in and responsibility for highway and road maintenance on the parish level.

Differs from Highway Foreman 2 by its lack of supervision over large groups of personnel performing specialized highway maintenance work (bridge construction, highway marking, striping, truss erection, etc.), district or statewide.

Function Statement:

The overall function of this position is to be responsible for the activities of a crew of Mobile Equipment Operators in maintain/repairing roads in East Baton Rouge, with the primary responsibility for the vegetation control on highway right-of-way. This position is located in the District 61/ Unit 510/ Baton Rouge of the Department of Transportation and Development and reports directly to Parish Highway Maintenance Superintendent for East Baton Rouge Parish. The incumbent must be self-motivated and be able to perform duties many times with or with minimal supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals and directives.

Job Duties &amp Responsibilities:

55% Supervises, trains and assists a maintenance crew in routine maintenance functions, which include pothole patching,
repair of pavement buckling, cleaning or repairing drainage structures, maintain ditches, mowing, shoulder repairs, roadside litter clean up, tree removal, etc.

10% Makes certain all assigned equipment is maintained and serviced within the department guidelines to minimize equipment downtime and performs daily equipment inspections.

10% Prepare daily labor and equipment reports and enter the data in the Agile system and order materials such as fuel, tires, and supplies/ hand equipment as needed. Also, prepare incident or accident reports and assist in preparing payrolls.

10% Ensures adequate and proper traffic control is implemented by mobilizing signs and traffic control devices as needed to protect the traveling public through the work area and makes certain they are used during maintenance activity. Also makes sure all other MEO’s wear Personal Protective Equipment when appropriate.

5% Conducts Performance Planning &amp Evaluation sessions with subordinates. Performs employee counseling sessions throughout the year as necessary to maintain employee performance expectations.

5% Acts as a Parish Highway Maintenance Superintendent in his absence.

5% Will be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.______
