The UHCC Early College Program Manager will serve as the lead contact for the University of Hawaii Community Colleges (UHCC) in the strategic development, delivery, and implementation of Hawaiis Early College and dual-credit initiatives.

The position may work with other stakeholders and partners in the development and implementation of the UHCCs Early College strategy including Hawaii P-20 Partnerships for Education, the Hawaii State Department of Education, public, private, and charter schools within the state of Hawaii, UH System and UH four-year institutions, thought-partners, philanthropic organizations and funders.

Duties and Responsibilities

  • **Under the direction of the OVPCC Director for Academic Support and Student Affairs, the Early College Program Manager provides leadership, coordination, and strategic support for the Early College Program at the University of Hawaii Community Colleges.
  • **Serves as the liaison to UH System offices, Hawaii P-20, and the Department of Education in the development and implementation of a strategic vision and plan for early postsecondary credit.
  • **Convenes and facilitates regular communication among internal UHCC stakeholders including campus academic and student affairs leadership, faculty, early college coordinators, specialists, and/or other personnel in efforts to develop and successfully implement the Early College program in Hawaii.
  • **Identifies, coordinates, and provides system-wide support for operational issues that advance the UHCC Early College strategy and UHCC enrollment and student success (including admissions, onboarding, and other system-wide academic and student affairs initiatives).
  • **Works directly with stakeholders external to UHCC including Hawaii P-20 Partnerships for Education, the University of Hawaii four-year institutions, UH System offices, the Hawaii State Department of Education, public, private, and charter schools within the state of Hawaii, funders, and other partners in the development and implementation of the Early College program and strategy.
  • **Leads and facilitates with partners the drafting, development, and approval of policies and procedures related to Early College.
  • **Analyzes, interprets, and implements UH, state, and federal guidelines as it pertains to the Early College programs.
  • **Develops and coordinates an on-going process for inquiry, assessment, and evaluation of Early College program activities. Sets the direction for policy analysis based upon research, empirical studies, evaluation, and assessment.
  • **Coordinate internal and external communication with stakeholders and the public.
  • **Makes cases for resources with data participates in grant-writing, grant management, and soliciting support from sponsors as needed.
  • **Conducts literature research and keeps abreast of latest research-based early college initiatives and makes recommendations for ongoing improvement to the OVPCC and internal and external partners including UH and UHCC leadership and staff, Hawaii P-20, HIDOE, legislators, and funders.

Minimum Qualifications

Education and Professional Work Experience

  • Possession of a baccalaureate degree in education, business administration, public administration, social work or related field and 4 years of progressively responsible professional experience with responsibilities for secondary or post-secondary program planning, administration, student affairs, and/or academic affairs or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.

Knowledge, Skills, and Abilities

  • Considerable working knowledge of principles, practices and techniques in the area of early college or college access program administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with early college or college access program administration.
  • Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications

  • Experience working with secondary or pre-college and post-secondary school administrators, faculty, staff, and students on college-going initiatives and issues.
  • Experience developing policies, processes, and/or procedures at the secondary or post-secondary institutions or systems of institutions.
  • Experience developing and managing project budgets.
  • Ability to exercise sound judgment, particularly in managing confidential information understand and work within federal, state, and university policies and practices such as FERPA.
  • Ability to understand and follow complex oral and written instructions.
  • Ability to communicate effectively orally and in writing.

Desirable Qualifications

  • Masters degree in education, business administration, public administration, social work or related field.
  • Knowledge of undergraduate admissions, on-boarding, enrollment management processes.
  • Four or more years of experience working with high schools and institutions of higher education on dual credit programs.
  • Progressively responsible experience in designing and implementing educational policies and procedures.
  • Commitment to, knowledge of, and/or experience with the mission and purpose of the University of Hawaii to position it as a leading indigenous-serving higher education institution.
  • Demonstrated experience developing multi-agency partnerships.
  • Experience working with the State of Hawaii Department of Education and University of Hawaii administrators, faculty and staff on college-going initiatives and issues.
