The Motor Vehicle Administration (MVA) is seeking dynamic, progressive candidates with a focus on delivering premier customer service with innovative ideas and solutions for the position of Contract Monitor (Administrative Officer III) .

This position is responsible for monitoring the VEIP Contractor to ensure compliance with the contract and the goals of the Administration. The Contract Monitor is responsible for monitoring the Vehicle Emissions Inspection Program (VEIP) Contractor to ensure compliance with the contract and the goals of the Administration through data analysis. This position will develop, implement, and enforce new policies and procedures to adequately monitor the emissions contractor. This position communicates with the contractor regarding deficiencies found and oversees the course of action taken by the contractor. Additional duties include meeting with MBE officers and the contractor to ensure compliance.

Responsibilities include but are not limited to the following:
  • Overseeing of VEIP vendor, MBE compliance, liquidated Damages, Station reporting data and contractors performance.
  • Notifying the contractor of any deficiencies and plans a course of action
  • Overseeing training, development, and planning of program initiatives
  • Developing and reviewing reports for MBE, Accounting, and contractor performance
  • Updating customer correspondence emails, mail, and website changes as needed
  • Scheduling station and kiosk visits, analyzing station and kiosk data
  • Reviewing and developing of policies and procedures in conjunction with the vendor to ensure program compliance and resolve issues
  • Reviewing software updates and performing testing to make recommendations for approval
  • Monitoring the work of State and contracted employees to ensure they adhere to the contract and standard operating procedures
  • Compiling and analyzing Vehicle Emission Inspections Program data daily to identify trends and irregularities within the program
  • Meeting with MDE regarding concerns with test data. Analyzing the data provided will recommend solutions to the MVA Vehicle Safety and Compliance management. The Administration will use this information to assist in daily management decisions and operational performance activities

This position will report to the Director of Vehicle Emissions. Hybrid telework schedules may be available for this position. The current vacancy is located in Glen Burnie, Maryland (Anne Arundel County).

Qualifications

Minimum Qualifications

Education: Possession of a bachelors degree from an accredited college or university.

Experience: Three (3) years of experience in administrative or professional work. *One (1) year of experience involving contract management, and ensuring compliance with State or Federal procurement laws and regulations.

  • Additional experience as defined above may be substituted for the required education on a year-for-year basis.

  • Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for the required experience on a year-for-year basis.

  • Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
