Job Description

Under the direction of the supervisor, the Clerk III performs responsible data entry, bookkeeping/accounting and clerical duties. This employee is required to do extensive data entry of real estate data with accuracy and speed. The employee in this position is frequently expected to act independently in answering citizen inquiries, typing correspondence, preparing billing, scheduling appointments and maintaining the office in good working order. Provides information and assistance to public on government agency programs and procedures: Explains regulations, agency policies, form completion procedures, obtain required documents and eligibility requirements for receiving benefits. Analyzes information, uses knowledge of rules, regulations, and precedent decisions to determine action.


Job Duties

  • Answers phones and assists citizens with questions regarding appraised value, physical characteristics, soil types, assessment levels, exemptions, classification, increases in value, tax laws, appeal process, etc.
  • Assists Deputy County Appraiser and County Appraiser as well as other supervisory staff with special projects as assigned
  • Assists with organization and coordination of large mailings such as: Agriculture questionnaires, change of value notices hearing documents, etc
  • Assists with scheduling of real estate Informal Hearings and Payment under Protest appeals
  • Assists with the compilation of hearing files as well as notification of results for both Informal and Payment Under Protest hearings
  • Assists with the reviewing and clean-up of quality control reports
  • Assists with the printing and coordination of all documents for 17% percent re-inspection, final review and change of value notices
  • Enters large quantities data for commercial, residential with speed, maintaining a high level of accuracy, which must fall within Property Valuation Division (PVD) guidelines
  • Files information both numerically and alphabetically
  • Gathers building permit data from cities and county, organizes and data enters information collected, then runs property record cards for Appraiser II and Commercial Appraiser
  • Maintains files of correspondence, forms, reports and educational records
  • Designs queries and formats for various uses, as needed
  • Prepares payment vouchers for all billings and statements received by the department as well as the petty cash fund, as needed
  • Processes sales validation questionnaires and is responsible for the pre-validation of sales according to policies and procedures outlined by the county and the Property Valuation Division
  • Runs property record cards (PRCs) for field staff and taxpayer requests
  • Processes daily outgoing mail and fax requests
  • Schedules meetings, educational courses and makes travel arrangements
  • Receives incoming mail and processes outgoing mail
  • Answers questions for taxpayers, other departments such as tax estimates
  • Understands and adequately communicate with others how the class code/assessment system, property record card (PRC), and real estate codes are used
  • Performs other duties as deemed necessary or as required.

  • Knowledge of the KSCAMA system
  • Knowledge of word processing and spreadsheet computer programs
  • Skill in good organization and must have legible handwriting
  • Skill in interpersonal, oral and written communication.
