DESCRIPTION OF WORK

As an Adult Basic Education Advisor 1, you will work with adult basic education and family literacy programs receiving federal and state funds through the Division of Adult Education. Our goal is to ensure the highest quality programing that leads to successful outcomes for all Commonwealth residents attending the programs. You will be working closely with your assigned agencies to monitor and evaluate their activities. You will have the opportunity to participate in the annual review and revision of policies and guidelines and in the annual grant application process, including identifying priorities, providing technical assistance, and reviewing submitted applications. You will have the ability to work as a team to ensure that everyone is providing the same information and support to the field. Responsibilities include, but are not limited to:
  • Conducting ongoing review and monitoring of all assigned programs for compliance with federal and state policies, procedures, guidelines, laws, statutes, and regulations and provision of high quality educational and support services that meet the needs of students
  • Conducting on-site and remote monitoring reviews, desk monitoring, and ongoing review and analysis of program data
  • Performing data review and analysis focusing on evidence of quality programing and positive outcomes for adult students and evidence of progress towards meeting contracted requirements and the need for program improvement or corrective action
  • Collaborating with program staff to find solutions to problems of compliance with state and federal requirements, as well as respond to questions regarding issues related to division programs and initiatives
  • Offering technical assistance to improve programing and services
  • Utilizing your knowledge of and experience with new developments, significant curriculum, instructional and assessment materials, and research related to adult basic and family literacy education to inform your work

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday – Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. You will be required to report in-office the second Wednesday of each month. Additional in-office days may be required by the supervisor.
  • Salary: In some cases, the starting salary may be non-negotiable.

  • Note : This position requires regular overnight and multi-day travel, mostly within Pennsylvania and occasionally to Washington, D.C and other out-of-state locations.

REQUIRED EXPERIENCE, TRAINING &amp ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Four years of professional experience in the field of adult basic or literacy education, including one year in an administrative capacity and a bachelor’s degree or
  • Any equivalent combination of experience and training which includes one year of administrative experience in adult basic or literacy education.
