DESCRIPTION OF WORK

The main responsibility of this role is to ensure the accuracy and integrity of the financial systems within the Driver and Vehicle Services (DVS) processing units, which include DL Fee Accounting, MV Fee Accounting, and Refunds/Return Check processing units. This particular position is categorized under the fourth section, Electronic Payment Processing, where the primary focus lies on managing a wide range of revenue channels, conducting related reconciliations, and preparing fiscal revenue reports based on the funds collected from both motor and non-motor license funds, as well as vehicle sales taxes. Accountant 1 will be heavily involved in electronic payment tasks such as overseeing payment card management, ACH transactions, e-checks, and other forms of EFT incoming revenue, in addition to handling dispute management.

Primary responsibilities:

  • Reconcile counter payment card merchant IDs, OLM and Auctions EFT and ACH transactions, and all affiliated adjustments (voids, refunds, disputes/chargebacks, 2-way system differences), along with PennDOT/DVS bank accounts.
  • Performance to meet dashboard standards, expertise to develop processes meeting demands of legislative changes, revenue collection requirements, and IT system operation changes.
  • Work in concert with Division accountants, managers, and supervisors in meeting daily, weekly, monthly, quarterly, and fiscal deadlines of related stakeholders. Cross trained to fill processing gaps within the Division. Assignments will require emphasis on specific accounting specialties.
Secondary responsibilities:

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday – Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • This position is eligible for alternate work schedule.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING &amp ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:


  • One year as a Financial Programs Trainee or
  • Successful completion of the Commonwealths Accounting Intern Program or
  • One year as a Fiscal Technician, and fifteen college credits in accounting or
  • Five years of Bookkeeping experience and fifteen college credits in accounting or
  • A Bachelors Degree including or supplemented by fifteen credits in accounting.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree/credits.
