Department Information, Job Summary and Essential Job Functions
NOTE:
The normal starting salary for this position is $66,147.84
/annually
. A higher salary may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.
This position is located in the Administration and Business Division of the Public Transportation and Parking Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Trust Specialist is responsible for supervising and managing the trust-related activities of the department. The duties performed require the utilization of previously acquired technical knowledge and skills. Essential job functions include: maintaining an overview of the status of all proposed and ongoing trust activity identifying revenue sources, managing trust properties, and researching and applying for additional grant funds developing and administering departmental policies, goals and objectives developing long-term and short-term plans and recommending changes in trust operations and program functions based on overall effectiveness. In addition to the above, the employee prepares financial reports evaluates program budgets and financial projections researches information and writes the annual business plan and develops methods and procedures for implementing new program functions and activities. The employee has frequent interaction with other departmental work units, trust officials, political leaders, and outside agencies to exchange information. The Trust Specialist serves as the liaison to other City departments, various boards, commissions, and outside agencies, and is a primary source of information regarding the interpretation of City policies, procedures and regulations regarding the handling of trust funds. Work is reviewed through conferences with the supervisor as to the attainment of the program objectives and adherence to governing regulations.
VETERANS PREFERENCE
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard and Reserve Forces who are not currently employed full-time by the City of Oklahoma City shall receive five (5) points added to the passing score on an initial selection process. Knowledge of and skill in the financial management of trusts.

Knowledge of and skill in applying management principles and techniques.

Knowledge of and ability to interpret city, state, and federal regulations and procedures governing trust funding policies and procedures.

Skill in evaluating and monitoring methods used in managing trust funds and other revenue sources associated with trust related activities.

Skill in analyzing and making recommendations on the basis of research data.

Skill in assessing a wide variety of information for operational feasibility.

Skill in preparing statistical and narrative reports.

DEPARTMENTAL PREFERENCES

Knowledge and experience in managing public trusts. -
Knowledge and experience in preparation of board agendas, agenda management software.

Working Conditions and Physical Requirements
WORKING CONDITIONS
Primarily indoors in climate-controlled environment.- Occasional local or out-of-town travel to meetings, conferences, or seminars.
- Occasionally required to work hours beyond normal scheduled work week.
NOTE: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
PHYSICAL REQUIREMENTS
Near vision enough to read and draft written communications or reports both manually and machine generated.- Far vision enough to inspect trust lands for compliance with permitted activities.
- Speech and hearing enough to communicate clearly and distinctly in person and by telephone.
- Manual and finger dexterity enough to operate equipment such as a computer keyboards, etc.
- Mobility enough to continually move oneself from place to place.
