Duties

Once selected for the Human Resources Assistant position in SSA, you will provide technical support to Human Resources Specialists, which includes developing or revising vacancy announcements and preparing lists of eligibles; rating applicants for employment or promotion to various clerical and technical positions from internal and external sources; communicating with the public, employees, and management regarding staffing and recruitment processes. This includes the use of a variety of computer programs to access and update information relating to staffing and recruitment.

Human Resources Assistants provide technical and administrative personnel support to the Staffing and Benefits Team in the Center for Human Resources. Prepare and issue vacancy announcements, determine applicant qualifications and provide technical advice and assistance to team members, employees, and the general public. Assist in the recruitment of clerical, administrative, and technical positions through the use of various recruitment methods, using automated recruitment software. Explain conversion of health and life insurance; explain option to obtain refund of retirement deductions; provide forms to apply for unemployment compensation. Provide advice and guidance to employees on various employee benefit matters.

Qualifications

If you are using experience to qualify, you must have:

GS-5: Candidates must show 52 weeks of specialized experience at least equivalent to the GS-4 level: (1) applying HR laws, rules or regulations, and written guidelines; (2) communicating orally, in order to provide information, assistance, or instructions to the general public relating to HR functions; (3) writing correspondence in response to routine inquiries or requests for information; and (4) operating a personal computer or computer terminal (includes input, retrieval and editing files).

GS-6: Candidates must show 52 weeks of specialized experience at least equivalent to the GS-5 level responding to routine inquiries from employees or job applicants on basic Human Resources procedures such as information and documentation required for applying to vacancy announcements; processing a wide range of personnel actions, completion of pre-employment requirements related to new hire appointments; resolving issues related to various personnel functions; assisting or preparing job announcements, rating and qualifying applicants; providing assistance to employees regarding benefits.

GS-7: Candidates must show 52 weeks of specialized experience at least equivalent to the GS-6 level performing a variety of administrative functions involving recruitment and/or benefits which includes utilizing, researching, and interpreting HR rules and regulations; processing personnel actions; providing advice, guidance, and technical assistance to applicants or employees regarding hiring opportunities and procedures; providing advice, guidance, and technical assistance to applicants or employees regarding health and life insurance, retirement, Workers Compensation, etc.; advising participants, beneficiaries and plan administrators in resolving differences about benefit eligibility by providing explanations of findings; performing administrative and clerical HR processes using a computer to reconcile discrepancies.

Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period), you will be credited with 6 months of experience.

Education

SUBSTITUTING EDUCATION: If you are qualifying for this position based on completed education at an accredited U.S. college, university, or other educational institution, you must provide a copy of your transcripts or other proof of education prior to being appointed. NOTE: Education completed in a foreign institution must be deemed equivalent to that gained in conventional/accredited U.S. education programs. GS-5: Successful completion of a full 4-year course of study above high school (e.g., 120 semester hours, 180 quarter hours, bachelors degree, etc.).

GS-6/7: Substitution of education is not applicable at this grade levels.

COMBINING EDUCATION AND EXPERIENCE:
Experience and education as described above may be combined to meet the minimum qualification requirements.

Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined.
