An eligible list established with this recruitment may be used to fill other similar positions within the Colorado Department of Public Safety in the next 12 months.While the full salary range for this position is listed, employees are normally hired towards the lower end of the range. Positions with the Department of Public Safety are hybrid, requiring a minimum of two days in the office. More time onsite may be required depending on business needs and the nature of the position.

About the Work Unit

The mission of the Division of Fire Prevention and Control (DFPC) is to safeguard those that live, work and play in Colorado, by reducing threats to lives, property and the environment. The Division safeguards the public through: fire prevention and code enforcement wildfire preparedness, response, suppression, coordination, and management training and certification public information and education and technical assistance to local governments. The Division is composed of the Chief Administrative Office, the Center of Excellence (COE), the Fire and Life Safety Section (FLSS), the Professional Qualifications and Training Section (PQTS), and the Wildland Fire Management Section (WFMS).

The purpose of the Data Unit within the Chief Administrative Office is to collect, analyze, and interpret relevant data related to fire prevention, mitigation, preparedness, response, and recovery. By leveraging data-driven insights, this unit aims to enhance decision-making processes, identify trends, assess risks, and improve overall effectiveness to ultimately enhance the effectiveness of fire prevention and control efforts across Colorado.

About the Job

This position provides leadership and supervision to the Data and Analytics Unit. This position is responsible for the development and implementation of a robust Colorado fire data platform focused on enhancing awareness and deepening understanding state-wide about Colorado’s fire landscape.

The position will be responsible for conducting research on data platforms, data interfaces, and the mechanism of how multiple federal, state and local data sources interact. Additionally, this position will research of data platform use by internal and external stakeholders, gather and identify whether current efforts are effectively meeting users’ needs and compile best practices for effectively communicating and distributing fire data to target stakeholders. The data will be utilized to inform policy, allocation of resources, training, effective risk reduction strategies and communicated with the public.

This position will focus on providing state level data support to DFPC sections and users (reporting software and/or hardware, training, etc.). Development of internal guidance for data collection and reporting. This position will develop and implement training of data reporting, use, and communication across the state and within the division. Conducting needs assessments to identify any gaps in fire data collection and integration of different data sources and using research findings to inform the data platform’s content and design as well as communications and outreach efforts.

This position will work with the Administrative Manager, Chief Administrative Officer, and Section Chiefs to identify the appropriate stakeholders to distribute this data to and identify data gaps.

Key Responsibilities:

Operational and Program Management

This position is the supervisor for the Data and Analytics Unit. This position supervises the collection, analysis, and interpretation of data to inform and improve operational processes and program outcomes. This position will be tasked with the development of a robust program to drive decision-making with relevant data to ensure efforts are properly focused and determine if programs are effective in addressing fire challenges. Duties include:

  • Developing and implementing a data strategy that aligns with the organizations goals and objectives, including identifying data needs, sources, and analytical methods.
  • Developing and implementing data collection methods and tools to ensure accurate and reliable data.
  • Analyzing data to identify trends, patterns, and insights that can be used to optimize operational processes and improve program performance.
  • Collaborating with cross-functional teams within DFPC to define key performance indicators (KPIs) and establish metrics for measuring success.
  • Providing regular reports and presentations to stakeholders to communicate findings and recommendations.
  • Leading and mentoring a team of data analysts to ensure the quality and integrity of data analysis efforts.
  • Working closely with leadership to develop strategies and initiatives based on data-driven insights.
  • Continuously evaluating and improving data analysis processes and methodologies to enhance operational efficiency and program effectiveness.
  • Provide training and support to DFPC staff to ensure they can effectively use the data program and tools. This may include training on data collection, analysis, and interpretation.

Data Analysis and Research
This position routinely makes programmatic decisions on how DFPC will disseminate information to enhance data based decision making. This position will conduct various types of research to ensure that the data is effective, accurate, reliable, and timely. Duties include:

  • Researching and identifying relevant data sources that can provide valuable information for fire prevention and control efforts. This may include fire incident reports, building inspection records, and demographic information.
  • Researching best practices for data collection, including methods for ensuring data accuracy, reliability, and timeliness. This may involve researching data collection technologies and tools.
  • Researching statistical analysis and data visualization techniques that can be used to analyze and interpret fire data. This may involve researching software tools and platforms for data analysis.
  • Researching data governance policies and compliance requirements related to data collection, storage, and sharing. This may involve researching legal and regulatory frameworks related to data privacy and security.
  • Researching emerging technologies that can enhance data collection, analysis, and management efforts within the DFPC. This may involve researching trends in data analytics, artificial intelligence, and IoT (Internet of Things).
  • Collecting, organizing, and managing data related to fire prevention and control efforts in Colorado. This may include data on fire incidents, prevention programs, and firefighter resources.
  • Analyzing data to identify trends, patterns, and insights that can inform decision-making and improve fire prevention and control strategies. This may involve using statistical analysis and data visualization techniques.
  • Evaluating the effectiveness of fire prevention and control data programs and initiatives. This may involve assessing the impact of programs on reducing fire incidents and improving public safety.
  • Collaborating with other agencies, organizations, and stakeholders involved in fire data collection and dissemination. This includes sharing data, coordinating research efforts, and identifying opportunities for collaboration.
  • Identifying areas for improvement in data collection, analysis, and reporting processes. Making recommendations for enhancing the effectiveness and efficiency of DFPCs data practices.
  • Ensures compliance with digital accessibility regulations and requirements by incorporating content accessibility requirements.

Supervision
This position will supervise 4 FTS: the RMS and PayPort Administrator, the Colorado Fire Incident Reporting System Administrator, the Data Analyst, and the Data Unit Administrative Assistant.

  • Provides operational leadership, technical assistance and guidance.
  • Aligns individual performance expectations with organizational goals and develop performance goals collaboratively.
  • Provides constructive and timely feedback towards performance expectations and goals, Provides assistance, guidance, and coaching support as needed, and develop evaluations.

MINIMUM QUALIFICATIONS

  • Eight (8) years of professional experience in program administration and supervision, Experience in GIS data management, spatial analysis and mapping preferred.

OR

  • Bachelors degree from an accredited institution in any field.
  • Four (4) years of professional experience in program administration and supervision, Experience in GIS data management, spatial analysis and mapping preferred.

OR

  • Advanced degree from an accredited institution in any field.
  • Two (2) years of professional experience in program administration and supervision, Experience in GIS data management, spatial analysis and mapping preferred.

CONDITIONS OF EMPLOYMENT

  • Must be Colorado resident at the time of application.
  • Current valid drivers license at time of hire, and must obtain a Colorado-issued drivers license within 6 months of hire.
  • This position will occasionally operate a state vehicle.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug test.
