Contract Specialist

Duties
- Serve as a warranted Contracting Officer with signatory authority for goods and services.
- Perform pre- and post-award functions involving procurements ranging in complexity and specialization while using best practices and adapting to growing category management functions. Associated tasks include in-depth planning activities, such as developing life cycle acquisition plans, milestones and related schedules.
- Strategize and develop acquisition plans, including contracting method, evaluation factors, negotiation tactics and source selection plans.
- Serve as a principal advisor to program officials in procurement planning and execution and provide expert service, guidance, coordination and consultation to identify procurement objectives and methodologies.
- Provide high-quality customer service and ensure transparent, timely communications with customers, Contracting Officer Representatives (CORs), Project Managers (PMs) and vendors. A positive attitude and a genuine enthusiasm for procurement activities in support of the FBI mission are critical to achieve success.
- Solicit, evaluate, negotiate and award contracts with commercial organizations, educational institutions, nonprofit organizations and state, local or foreign governments for furnishing products, services, construction or research and development to the federal government.
- Administer contracts by ensuring compliance with the terms and conditions of contracts, including resolution of problems concerning party obligations.
- Terminate contracts by analyzing, negotiating and settling claims and proposals.
- Analyze and evaluate cost or price proposals and accounting systems data.
- Plan, establish or review contracts, programs, policies or procedures.
Requirements

- Must pass an FBI polygraph examination.
- Must pass an FBI-administered urinalysis drug test.

Qualifications
- As an entry level contract specialist (GS 07/09), you will, with guidance, prepare all pre-award, award and post award contract administrative functions (commonly referred to as cradle to grave contract administration) for contracts that are standard, short term and/or simple contracts or delivery orders. - As a mid-level contract specialist (GS 11/12), you will, with little guidance, coordinate and prepare solicitations for contracts that may be complex, unique, and/or long term.
- You may be required to: analyze requirements recommend revisions to statements of work/specifications determine the appropriate type of contract establish milestones complete procurement planning conduct pre-proposal conferences issue solicitations issue amendments analyze contractor proposals conduct cost/price analyses coordinate with technical experts award contracts complete negotiations mediate protests execute modifications resolve post-award issues related to noncompliance maintain contract files investigate claims execute terminations and finalize closeouts.
- As a senior level contract specialist (GS 13/14), you will manage a wide range of acquisition actions that require substantial expertise in pricing, complex terms and conditions and contract administration oversight in support of FBIs mission.
- You will independently coordinate and prepare solicitations for contracts that may be complex, unique and/or long term.
- You may be required to: analyze requirements recommend revisions to statements of work/specifications determine the appropriate type of contract establish milestones complete procurement planning conduct pre-proposal conferences issue solicitations issue amendments analyze contractor proposals conduct cost/price analyses coordinate with technical experts award contracts complete negotiations mediate protests execute modifications resolve post-award issues related to noncompliance maintain contract files investigate claims execute terminations and finalize closeouts as well as mentor junior officers in completing procurement activities.
Education
- Contract Specialist candidates must have a bachelors degree or higher from a U.S.-accredited college or university and have completed at least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods or Organization and Management.
- A Federal Acquisition Certification in Contracting (FAC-C) is desired but not required.
- Training and certification can be achieved on the job and in accordance with FBI Procurement Training Plans. Certification requirements may be viewed at: https://www.fai.gov/.
For contracting professionals coming from DOD, a valid DAWIA certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. Your resume and transcripts must clearly demonstrate meeting these requirements.
SPECIALIZED EXPERIENCE:
The FBI has a particular interest in candidates with specialized knowledge and experience in information technology (IT) acquisitions, facilities/construction acquisitions, professional services acquisitions and/or real estate leasing agreements as defined below:
- IT experience includes: services and software, particularly IT Engineering and development of IT systems and IT Agile contracting.
- Facilities experience includes: real property, utilities and energy facilities-related materials, services, equipment or machinery fleet and aviation construction and engineering and logistics and packaging.
- Professional services include: advisory and consulting services professional and administration services human capital services and business intelligence.
- Real estate experience includes: cost analysis, contracting and lease review lease riders estoppels and indemnifications.
