The United Nations Sustainable Development Goals (SDGs) set an ambitious target to ensure social protection systems and measures for all by 2030. However, social protection is still not available for the majority of the world’s population. Currently, only 47 per cent of the global population are effectively covered by at least one social protection benefit, while 4.1 billion people (53 per cent) obtain no income security at all from their national social protection system.

The United Nations Development Programme (UNDP) has long engaged in social protection as a driver for delivering human development outcomes, including poverty reduction, better health and education. Social protection has been used as a tool to increase resilience to cope with crises and shocks, find jobs, improve productivity, invest in the health and education of their children, and protect the aging population.

The UNDP Independent Evaluation Office (IEO) is hiring a junior evaluation consultant to support the thematic evaluation of UNDP support to Social Protection. The evaluation, which will be presented to the UNDP Executive Board at its June 2023 session, aims to provide the Executive Board, UNDP management and other stakeholders with an assessment of UNDP work in this area and recommendations on the way forward.

The consultant will support the evaluation team throughout the evaluation, including the design , data collection and analysis phases. The assignment is home-based, with limited travel opportunities depending on the progression of the COVID-19 pandemic, safety conditions, and teamwork arrangements as defined by the Lead Evaluator. The estimated duration of the assignment is 120 days between February and December 2022, with a more intense commitment until end-November 2022.

Duties and Responsibilities

Under the guidance of the Lead Evaluator, the consultant will:

  • Conduct literature review and research for the evaluation.
  • Support data collection from UNDP and external stakeholders, including through preparation of stakeholder lists, compilation of sources, and development of data collection instruments.
  • Create, maintain, and regularly update the evaluation workspace with data and information.
  • Review and analyse quantitative and qualitative data contained in databases and reports, as well as available on-line information.
  • Extract and analyse programme and financial data from different sources and platforms
  • Support the collection and analysis of primary data, including data collected through surveys, interviews, community of practice, focus groups and case studies
  • Contribute to drafting the evaluation report and its annexes, through analytical summaries of evidence and data visualizations.
  • Participate in the evaluation team’s regular working sessions.
  • Performing additional research support as required to the evaluation team.

Required Skills and Experience


  • A Master’s Degree or higher in Social Sciences, Public Administration, Political Science, Economics, Development Studies or other fields relevant to the assignment.


  • At least 3 years of relevant professional experience in programme evaluation and/or research at international level.
  • Proficiency with data collection, quantitative and qualitative analysis techniques and methods.
  • Knowledge of social protection, including experience working/researching on this topic and related issues.
  • Experience in results-based programming and/or evaluation.
  • Familiarity and experience with UNDP or United Nations operations is desirable.


  • Full proficiency in English (oral and written)
  • Proficiency in French and/or Spanish is highly desirable.
