The incumbent leads and manages all civic engagement, communications, and external affairs strategies for the Lake County Clerk’s Office. The incumbent will manage the office’s Communications Specialist, Election Judge staff, Training Coordinator and will be focused on implementing the County Clerk’s civic engagement agenda that includes civic education, election judge recruitment, internal and external training, policy efforts, and outreach. The Director will serve as one of the chief representatives for the County Clerk and will be responsible to crafting strategies that will posture the County Clerk’s Office as a regional leader on civic education and engagement.

Essential Functions
  • Manage civic engagement and external affairs strategies while managing Election Judge staff, Communications Specialist, Training Coordinator and translation services
  • Develop and enhance the organization’s civic engagement leadership role
  • Strengthen existing partner relationships and cultivate new strategic partnerships for the essential execution of County Clerk Office priorities
  • Serve as a leader with internal and external stakeholders on civic engagement matters, including but not limited to outreach, education, and policy efforts
  • Serve as a spokesperson of the organization’s civic engagement work in line with established communications protocols
  • Provide vision, guidance, management, and timely implementation and execution of civic engagement programs
  • Compose and edit public documents and material for internal and external audiences
  • Lead meetings, larger subject matter expertise training & document presentations
  • Recommend and manage systems for measuring impact and efficacy of engagement efforts to inform strategic development
  • During peak election season, assist with election related duties as assigned

  • Excellent skills in project management and facilitation, including establishing goals and timetables, implementation plans, securing and coordinating resources, monitoring progress, engaging and working with other personnel or teams, measuring results, developing contingencies and reporting out
  • Ability and motivation to develop creative solutions to complex, interpersonal, process and systemic challenges
  • Knowledge or experience in working with voter outreach, engagement, or education programs
  • Excellent interpersonal and verbal communication skills, including the ability to communicate effectively and professionally with other staff, partner organizations, media, elected and appointed officials and community members
  • Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit audience of varying technical levels, and at various levels within an organization
  • Excellent organizational skills
  • Advanced computer skills including Microsoft power point, word, excel, teams, SharePoint and ability to learn job related software
  • Exceptional professional demeanor
  • Ability to exercise independent judgement
  • Ability to communicate and coordinate with internal and external parties
  • Ability to communicate objectively and work well with fellow employees
  • Ability to maintain confidentiality and exercise absolute discretion in all Clerk’s Office duties
  • Ability to work evenings and weekends during peak election season and/or when trainings are in the evenings or weekends

Education and/or Other Requirements:
  • Possession of a bachelor’s degree from an accredited college or university, preferred but not required if candidate has commensurate job experience
  • Minimum of 3 years of relevant professional leadership experience (issue-based campaigns, legislative experience, coalition building, and/or community organizing, etc.)
  • Fluent in languages other than English preferred, but not required
  • Valid driver’s license

  • Long periods of time working on a computer
  • Standing and walking for moderate periods of time
  • Ability to lift a minimum of 10 lbs
  • Willing to travel to various worksites to deliver training programs
