Duties Summary
The Office of Planning and Sustainable Development (OPSD) is responsible for maintaining an overall framework to guide the development of the State through a continuous process of comprehensive, long-range, and strategic planning to meet the physical, economic and social needs of Hawaiis people. OP also gathers, analyzes and provides information to assist in the overall analysis and formulation of state policies and strategies to provide central direction and cohesion in allocation of resources.

The purpose of this position is to conduct studies and prepare plans for a major planning study or projects. This position has the responsibility for U.S. Economic Development Administration (EDA) grants. In particular, this includes grants pertaining to preparing and implementing the periodic Comprehensive Economic Development Strategy (CEDS). This includes preparation of grant applications, managing grants, conducting projects and coordinating with economic development organizations.

Minimum Qualification Requirements
Knowledge: General research sources and sources of socio-economic information; research methods and techniques used in public policy development; report writing; governmental organization, programs and functions; intergovernmental relationships.

Skills/Abilities: Plan, organize and conduct planning and research projects; understand and apply research concepts and methods; read and comprehend a broad range of subjects; collect, correlate, evaluate and analyze facts and develop sound conclusions therefrom; speak and write effectively; develop and maintain effective working relationships with others.

Education: Successful completion of a baccalaureate degree program. A master’s degree in public policy or a related area is desirable but not required.

Experience: Work experience should demonstrate the ability to plan, organize, and conduct projects involving public engagement, research and analysis; research, analyze and write clear and detailed reports, correspondence and other documents; establish and maintain effective relationships with personnel of public agencies, industry sectors and citizen groups; make effective presentations before groups; speak effectively in public; read and comprehend a broad range of subjects; collect, compile, correlate and analyze facts and draw sound conclusions from them.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will,” which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
