Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Major Duties:

  • Serves as a Cashier in the Cash Management Division responsible for performing cash processing functions.
  • Performs work in support of the agencys cash processing operations which involve the receipt, disbursement, examination, deposit, custody and other clerical or administrative tasks.
  • Receives and/or disburses cash in accordance with the corresponding laws, rules, and regulations for the particular transaction.
  • Ensures the fulfillment of regulatory requirements associated with depository functions.
  • Exercises responsibility for the direct support of agency cash/check/electronic funds transfer processing functions involving the receipt, disbursement, examination, deposit, custody and other clerical processing of cash. Examines collections for negotiability, utilizes the VISTA system, to record transactions.
  • The incumbent is responsible to the Treasury Department for any loss or shortage in funds under his/her control.
  • Ensures conformance to procedures and instructions contained in the Department of Treasury Manual of Procedures and Instructions for Cashiers.
  • Processes cash-link deposits and e-payments in a timely manner.
  • Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
  • Provides the customer with consistent information according to established policies and procedures.
  • Handles conflict and problems in dealing with the customer constructively and appropriately.
  • Performs other duties as assigned.

Qualifications

For GS-5:
Possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-4 in Federal service. Specialized experience is understanding of accounting, budget or other financial management regulations, practices, procedures and policies related to financial management in a healthcare organization. OR

Possess a successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grade GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED) OR

Possess an equivalent combination of experience and above high school education as (stated above) to meet total experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPTS REQUIRED)

In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work requires some physical effort, such as standing, walking, bending, or sitting.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
