Birth Clerk

The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking a Birth Clerk (Clerk Specialist).
Oversee birth registration for the Bureau of Health Statistics including, but not limited to:
- Prepare and mail all newborn birth certificates each day.
- Process home birth registration requests and completed home birth registration packets daily.
- Process current correction requests and the birth work queue daily.
- Process hospital fee reports and home birth fee reports daily.
- Provide birth registration guidance via telephone, email or in-person.
- Process NCHS reports daily.
- Process birth-death match, duplicate and other reports as instructed.
This position must have an understanding of the confidentiality requirements as specified in the Iowa Code and Administrative Rules and process actions accordingly.
- Will prepare certified copies of vital records after changes in accordance with the Iowa Code and Administrative Rules.
- Will be responsible to maintain inventory of certified copy paper assigned to them and document voided paper and paper unaccounted for.
- Will be responsible for scanning all birth registration
This position requires knowledge of entitlement and legal action changes as outlined by Iowa Code and Administrative Rules.
- Will be able to make decisions regarding entitlement and legal actions in accordance with these laws and rules.
- Completes special projects or other duties as assigned within the established time frames.
This position will process voluntary paternity affidavits to vital records. This position must have an understanding of the confidentiality requirements as specified in the Iowa Code and Administrative Rules and process actions accordingly. This position will provide guidance and support to staff and advise supervisors on processing of voluntary paternity affidavits. Will provide consultation to parents, lawyers, other agencies and members of the public as it relates to legal actions and Iowa Code and Administrative Rules authority.
Will be responsible to communicate via written and oral correspondence with a wide variety of agencies and professionals involved in legal action processing including but not limited to attorneys, clerk of court staff, hospital staff, other government agencies and the general public.
